DON'T PAY UNTIL SUMMER 2023* *Call for details, o.a.c The Town of Oakville has declined to pay for newsletters circulated by an Oakville councillor, ar- guing that doing so would violate a rule against the municipality contributing to a candidate's campaign. On July 13, the town re- ceived a resident com- plaint about a community newsletter sent to Ward 7 residents by Councillor Pa- van Parmar. Town Clerk Vicki Tyta- neck said the town investi- gated and found the news- letters contravened the town's Use of Corporate Resources During Munici- pal Elections Procedure because they contained a reference to an election campaign website. As a result, town staff noted town funds will not be used to cover the cost of the printing or distribu- tion of the newsletters. It is unclear what the cost of creating and dis- tributing the newsletters to the residents of Ward 7 was as invoices had not been submitted to the town for review or payment be- fore the resident com- plaint was received. The Town Clerk's office says they are also aware of a complaint about this matter being filed with the Municipal Integrity Com- missioner; however, since the integrity commission- er is an independent posi- tion, it is unclear whether they have actually launched an investigation. The Municipal Integri- ty Commissioner is an in- dependent and impartial position that can conduct inquiries in response to complaints about a council member or local board contravening town poli- cies or procedures. Parmar was reportedly informed of the newsletter issue on July 14. When reached for com- ment, Parmar described the issue with her newslet- ters as an oversight. "While the latest news- letter carried no politically oriented content, contact information listed on the newsletter template point- ed to my Councillor Par- mar website," she said. "This same website was to become the host of my election information. Un- fortunately, the transition mistakenly occurred soon- er than expected." The councillor said that as soon as she learned what had happened, she immediately had the web- site taken down and soon after contacted the Munic- ipal Integrity Commis- sioner. "I have absolute confi- dence the matter will be re- solved in a fair manner," she said. Parmar would not con- firm if she is now on the hook for the costs associat- ed with these newsletters and declined to comment on whether she had con- cerns that these costs will exceed the approximately $8,300 Ward 7 candidate campaign spending limit. The Ward 7 councillor did confirm she is still run- ning for re-election. "I'm proud of what the community and I have ac- complished together and excited to think about what we could achieve over the next four years," she said.
