The humane society, according to Bugailiskis, can only take a dog into custody if the animal is unattended when they ar- rive or if it is voluntarily surrendered to the orga- nization. He said the humane so- ciety is investigating the two incidents and is gath- formation from all parties involved and wit- nesses. No charges have been laid. The investigation is ongoing.
