Councillor Al Cook asked van de Valk outright, “Are you saying this council and (town) staff are cor- tupt?” “That’s up to the investiga- tors to determine,” van de Valk replied. “It’s a matter that warrants investigation.” When Cook criticized the FOAD spokesperson for making such an accusation, she countered, “There’s been no such accusation.’ Councillor Pam Johnston jumped into the fray. She challenged van de Valk to admit that her comments intimated that town staff are cor- rupt. Van de Valk reiterated that FOAD has never received a logical explanation from the town as to why the Third Line bylaw isn’t enforced. While no one on council provid- ed her with a direct answer, Councillor Marilyn Serjeantson suggested, “Possibly, we have another legal opinion.” Van de Valk said FOAD’s lawyer, Tim Danson of Toronto, has told her and other group mem- bers that the town “has a legal obligation to enforce the bylaw.” Mayor Russ Miller commented that van de Valk’s comments had “upset” council. He later comment- ed that he wasn’t “offended” by the comments but rather “hurt” by them, especially in light of his 30 years of experience in municipal government. Elliott was so incensed that he suggested the mayor should take more offense to the comments that were made. “I’ve never been as offended in all my time as council- lor,” he remarked. “Your integrity has been besmirched tonight by this,” he told council, before direct- ‘his comments to the mayor, saying, “I think you, yourself, should be more offended by this.” Councillor Johnston suggested that FOAD was trying to “bully” — council because they “didn’t get their way.” She accused the group of trying to “intimidate and threat- en” council and said council “would welcome an investigation” on the bylaw enforcement issue.
