In early December, regional council voted to re-consider a September decision to go ahead with MVA in ‘93. After hearing 56 delegations, with only three favor- ing the new tax scheme, council agreed to set up the citizens’ com- mittee in hopes of reaching a con- sensus which will be acceptable to taxpayers across Halton. e committee will make recom- mendations to regional council on a preferred method of property tax assessment. A two-third majority vote will be required of regional council to consider the proposed measure. Failing that, MVA will become a reality in Halton in 1994, “We expect to meet, for the first time, later this month,” newly- appointed committee chairperson Bob Beach of Burlington told reporters last week during an inter- view at the Regional Centre, in Oakville. Beach, a property appraiser, has 27 years of experience in Property assessment. He retired four years ago from his post as executive director of the Ontario Ministry of Revenue’s property assessment program. Before that, he was regional assessment commissioner for Halton/Peel for 17 years. “The committee will be open- minded and unbiased,” Beach said, noting that every aspect of property tax assessment will be reviewed. Committee meetings will be open to the public and presentations about property tax assessment alter- natives will be made by committee members and Halton ratepayers, he added. “We hope to report back to regional council as soon as possi- ble,” Beach said. At its first meeting, the citizens’ committee will review its terms of reference and set up a meeting timetable. It will also review back- ground data.
