Special interest representatives questioning escarpment costs By Dianne Cornish Next Wednesday, the debate on the potential costs or possible sav- ings involved in the transfer of development control powers from the iagara Escarpment Commission (NEC) to Halton Region will re-surface.The region’s planning and public works commit- tee is scheduled to receive a report on financial implications of the move from its planning and devel- opment department. As well, com- mittee members will debate the issue after hearing at least five dele- gations who will present their view- points for and against the possible transfer. Among speakers on the agenda will be Georgetown resident Barbara Halsall, president of an environmental group called POWER (Protect Our Water and Environmental Resources) which has 2,000 members from Halton Region. Halsall contends that wresting planning control from the NEC could cost Halton ratepayers more than $250,000 annually. Her esti- mate is based on NEC budget fig- ures for staff and office expenses connected with its development control activities in Halton. “All environmentalists and any- one who has ever hiked in the Escarpment want to see its contin- ued protection, but why would the Region want us to take on a quar- ter-million dollar expense when the NEC is already doing this job?” Halsall stated in a recent press release. Since the escarpment is consid- ered “a provincial treasure,” the cost of reviewing development per- mit applications is currently paid from the broader Ontario budget, Halsall said. Kent McClure, a Ballinafad area resident and director of the Niagara Escarpment Landowners’ Coalition (NELC), disagrees with Halsall. He contends that cost savings will result from the transfer of develop- ment control powers to Halton. Two weeks ago, he told Halton Hills Town Council that money will be saved because the NEC staff could be reduced from 37 to 10 people if control of escarpment development is placed in the hands of regional governments and coun- ties along the escarpment.
