Well, well, Floyd has pre- sented the latest plan and guess who has to pay? Some things never change. As I write there is criticism from most every sector. However, the Canadian dol- lar has firmed, bonds have strengthened, the market is up, and interest rates seem Poised to go down. Individuals get to -pay more income tax and an increased surtax. The real kicker is that the tax is retroactive to January. This means that those already strapped for cash will have to find a way to pay doubled up taxes for the rest of the year. Retailers feel that this cash shortage felt by individ- uals will hurt their sales lev- els at a time when they are not exactly healthy. Companies with employees are being taxed for employee benefits and having some tax writeoffs decreased. What is a company to do? First, they will not be anx- ious-to add people to the payroll — make jobs. Secondly, they will be look- ing to reduce benefit costs. Finally, they will move to employ temporary services. This will add to the already burgeoning ranks of the self- employed sole I t: ts in dividend What is an individual to do? For those already strapped for cash they will have to tough it out, or get a part-time job, or become self employed for tax, benefit, and expense reasons. Yes, the underground economy of cash deals and barter will grow. For those with a positive cash flow they will move to decrease taxable income, to defer taxes, to make rage bearing securities will yield income with a tax prefer- ence. Investments in items that are likely to produce capital gains are already very popular since the stock market is rallying as the technical recession has end Our next seminar is timely and deals with making capi- tal gains.
