HRCA questions region’s authority By Oksana Buhel The more time Halton Region spends deciding if $43,600 will be cut from the Halton Region Conservation Authority (HRCA) budget, the greater the threat will be for the Authority’s 74 staff members. “We value the expertise and ability of our staff members very, very much,” said Brian Penman, chair of the Conservation Authority. * “The longer we wait (for the region’s decision), the greater the risk of a person- nel impact.” HRCA was one of six agencies asked to make a presentation before the regional budget advisory committee Aug. 31. The committee will vote on the proposed cuts at a later, still unspecified date. “We are hoping it will be sometime (this) week,” Penman said. He pointed out under the Sl larelicle| Conservation Authorities Act, Halton Region has no legal right to cut the budget of HRCA. The region pro- posed a 2.2 per cent reduc- tion for the agencies, which translates to $43,600 for HRCA. “They (the region) can’t do that,” insisted Penman. “We’re a duly con- stituted government body.” He explained the Authority determines the amount of money it needs, and the region is required to collect it through tax levies. “This is not our privilege,” Penman pointed out. “It’s our right.” He added the services provided by the Authority, such as dam/reservoir chan- nelization and shoreline protection, are essential. “We participate in the whole planning process,” Penman stated. “For exam- ple, we determine which lands are flood susceptible. This is not a soft (dispens- able) service we’re provid- ing.” The Authority has already had to cut 21 per cent from its budget because of a reduction in Ministry of Natural Resources grants, announced at the beginning of the summer.
