D. W. Campbell was born in Peel County of Scottish parents. He studied at Galt Collegiate Institute and later joined a law office and continued his legal studies but did not complete the course. In 1876 he married Louise White, daughter of John White, M.P. They had four sons and three daughters. He was Mayor of Milton. He had interests in horse racing and in 1886 his horse won the Queen's Plate. In partnership with William Panton Jr. he published "The Canadian Champion" for some years.
