they pull together when a very important undertaking is to be accomplished a man with a jlhjusanfljouarstismmandndalovefqrlnsr iown in his heart can do more for its upbuilding than the millionaire who locks up his capital and snaps his fingers af home enterprise the foregoing para graph taken from an exchange is perfectly true but unfortunately the enterprising man with 1000 and a gib heart full of loyalty to his home town does not nnve very good sailing weather when he launches out there is that very personal friend who hates t jo see him throw his money away in this dead town and there is theback room critic who sees the end of that chaps thousand one predicts an early financial collapse there are also those who are always good at giving advice they are never asked for and can tell the other fellow how to do it but never do it themselves unfortunately most communities are cursed with such pessimistic advisers and many a local juid worthy entoprjsjrajeejrisquefchedhy them but they do not always succeed and when the sub ject of their satire and opposition does really succeed v they are the first to seek hts favor and patronage ilesscd indeed is aecommunityrwithattozerror more enterprising and optimistic spirits they are worth a hundred disgruntled lay money lenders and do- nothing critics winchester press alarming misconduct of young folks some time ago extended editorial reference was made in these columns to the sad results following the somewhat prevailing waywardness of girls in this and other communities the basis for these je- marks grew out of experiences with police court cases in which it was found the lack of adequate parental restraint frequently resulted in baneful ef fect sometimes with scandal and dishonor in a session of the county court of wellington recently his honor judge spotten before imposing sentence iii a case where two young people of the teen age were implicated said there is a woeful lack of control of young girls on the part of their parents and especia u city of guelph it has become alarming the number of cases that have arisen criminal cases against young girls during the last eighteen months this has been the prevailing crime in this couty and city in my court a great many applications under the act respecting children of unmarried parents have come before me more i think than any other class of cases 1 do not know whose fault it is but there jssomothing wrortgsomevhere ttietydung man always to blame there is no question about that jn the number of cases that have come before me the girl in question has possibly been equally to blaoie in many of the cases the parents of the young girls have been possibly more to blame than either of the participants the young girls who are affected are not from the class who are living away from their own homes mid seeking employment elsewhere i do not know why thus is unless it be that they are more properly and better looked after by our gocifll and religious institutions than are a number of the young girls who are left under the care and control of their parents there is in this county and city and possibly the same applies to all counties and cities in- the province a doleful lack of control on the part of parents particularly mothers in re spect of their daughters in the majority of cases that have come before me it is rny opinion thqr the mothers have been largely to blame for the circum stances that ihavc arisen no doubt the young girl is to blame tfte young mart has perhaps offended the i most on fre whole there is something woefully wrong or conditions such as they exist would be differant there is serious neglect qf dity some where it is sincerely to be hoped that such an arraignment of the above will result in serious re flection and4ertechve effort to remedy conditions r -parents- generally- to whonvhlsfrdnottemarks vju apply canadas debt is not highest misleading -statements-are- made from timeto time in regard to the debt of the dominion it be ing alleged in some quarters that this country is being taxed much higher than any other not only in the empire but in the world but from a state ment of debt and taxation tabled in the house it is found that canada has the least debt of all coantries in the empire though larger than the united states the latter being due to the fact that in canada we own public utilities and railways and other obliga tions are added to the national debt the debt of canada per capita is 44246 and that includes fed eral provincial and municipal debt that of the united states including the debt of all the states and municipal obligations amounts to 26857 per capita great britain 92248 the commonwealth of australia 82058 new zealand 88494 and south africa 64752 the taxation of canada per capita is 6351 including federal provincial municipal and school the united states 6849 united kingdom 9063 australia 692 new zealand 7712 and south africa 7592 therefore canada stands in u very comfortable position as compared with some others the government ofcanada has natural trade expansion increased production prosperous agriculture to count upon and a large population will aid them in the task ofmaking the burden on the taxes less onerous it is well to remember that in commercial and economics as well as othef matters the policy of the present government is directed exclusively by the general interests of the country the lessening of taxation can only be accomplis when the government receives the wholehearted sup port of the individual elector people caii no longer expect to continue to receive lavish expenditures for public services from the administration and at the same time enjoy any considerable cut in taxation imit it nbout time that qoorgotown owned ft fluff tlmt
