administered by the provinces which would pay 50v of the cost at present the federal con tnbution is much higher variation m administration of the means test i id down by federal regulations have resulted in different levels m different provinces on the question of how canada is to pay for the universal pension the committee may do little more than narrow down the field of pos vbilities by
