schedule with this town to dose to the main artery the completion dale ha a defirr ite significance for the area to compensate municipalities which are obliged to make statutory payments on be half of insured indigents the province this year will pay to each municipality an un conditional grant based upon its hospital indigency experience over the last three years indigent patients have always been a problem it would appear the inrroduc lion of he new hospital insurance program will alleviate ihi by having the municipality insure those indigents their hospital- care will then be taken care of through the hospi jacplaa assistance to municipalities school boards and other local egennes will again be increased across a broad front a num bar of amendments tp municipal statutes will be introduced while this item is a generalization it is tobe hoped the grants may ba introduced on a basis that would re have the taxation on real estatethe mun iipallties only method of raising funds tn this election year ontario citizens wim be watching the developments af queens park anxiously and with interest residents accept a responsibility after a year in canada a disgruntled immigrant argues in a recenr mageune ar ticle that canadians are selfsatisfied phon ics either blind to their own shortcomings or remarkably consistent liars actually were srck and tired of new for themselves a degree of notoriety by the publication of their blunt and destructive analysis of the residents of this country if they accept residence here tn have the same responsibility all canadians share to make this country a better place in which to live the writing of mageine articles we can only hope is to earn their passage to their native land where they must ob viously be much happier unfortunately such articles create a hard ship for the thousands of new canadians who are satisfied with this countrywho see in its vastness a challenge- who see in its freedom an opportunity this week we had the privilege of see ing more than 40 new canadians receive their canadian citizenship papers at the court house in milton they were proud and happy the ceremony was colorful and impressive carrying with it a dignity in keeping with its importance undoubtedly these people found ihmgs in canada that were not perfect so far as we can learn there is no country m the world that can yel claim habitable perfection the constanl flow of derogatory com ments on the country will do little to im prove it it will do little to improve the continual acceptance of new canadians we can only hope that the flow of maga zine articles by discontented new canadians will gradually give way to at least a balance of articles by those who find our canadian way of life to their liking government and efficiency canada s auditorgeneral watson seller the watch dog of the federal treasury has coma up with his annual crop of question able expenditures this report is the outstanding feature of the annual report on pubhc accounts that was recently made in the house of com mons it is not unique that some of the findings are made headline material it mat ters not what government is responsible for them smce they occur annually and have for a good many years the thing that the report should accomp lish more than anything else is that govern ment is not noted for its efficiency m handl ing public funds yet more and more we con tmually ask government to accept our per sonal responsibility more and more we de mand that they give us security and comfort the- funds for such gifts to ourselves must then go through the hands of government our personal administration of our finances might indeed be much more efficient this year j report of the auditor general is not unique it has examples of sloppiness forgetfulness and confusion in government operations and since the report reflects 195758 operations the honors are divided more or less evenly between the liberal and conservative governments government in canada is indeed big business every taxpayer knows something of the percentage he must contribute loward its maintenance but with each passing mo ment if seems we cry for more government assistance and governments tuned to the notes of public crying necessarily iry to cope with the new demands when they are ac ceptedby the government and the decision is made to return something to the taxpay ers an avenue is sought by which to claim the funds from the taxpayers to meet ihe demand more and more we taxpayers seem to forget thai simple lesson in economics gov ernments don 1 earn they spend the efftc lency with which they spend is open to doubt when the findings of ihe auditor general are released annually geographical questions two geographicafquestions that are now merely academic but which may sometime enter the field of practical politics are who owns the north poie and who owns outer space by nght of peary s enpedifion m 1909 the united states might assert a valid claim to the pole on the other hand russia with more arctic terniory than any other nation might ray that that particular point fell within her sphere of influence by effective occupa iarctic canada his a good claim norway sweden and perhaps denmark can put up good arguments for their ownership perhaps the argument if it ever arises m the united nations can be settled by deodmg that the poles as trrugm ary as the equator it only marks ihe im t of territory of all countries with arctic termor les in outer space the imaginary lines above each country s borders keep lengthening the farther away one goes from earth moreover any segment of space because of the earth s rotation is constantly chang ng its pes hon relative to he earth and so may change ownership from hour to hour if the united stats or russia succeeds m landing an ex pedtion on the moon may be poss 1 le wtthm the net few decades owner ih p of the earth s natural satellite will become a practical problem the solution probably w ii be to mlernjionalize it but one on foresee hours of oratory before that solution w ii tr adopted the acton free press pvbllab b the ditto rrtattac anal rwwii c united f mnded in 187 and
