increase over the next ten years will be ust as great if not greater we do not think the ownership of real estate is going to solve any of these problems we are convinced that the solution to many of the municipal government prob lems lies in amalgamation of municipalities if x we feel that within a few years amalgama tton will create one large municipality of the area known as helton a super town formed of all the municipalities in haltttfi could elbqlnete many of the prebi each individual town now endures instead of six assessing departments as msing could be consolidated in one office under on chief assessor this would not only give us a truly equalized assessment but should make the best use of the staff available in warfare wsnave six administrators at the present time which could be reduced to a full time professional staff trained to do the tob fire departments even now cooperating very closely would benefit through amal gamaton four police departments and the provincial pouce detachment now working m the county could foul with obvious advan- 0 ln finance the preparation of even the tax twite rs now probably being done in s x dif ferem methods on six different pieces of equipment each used for a relatively short period of ttme each year we can see no place where amalgama lion would not be of benefit in every rrnjn c pal field from garbage collection through schools could produce reasonable office fa cilities a new library building should be built to provide adequate serv ce for readers who will not decrease in numbers or concentra t on even through a change m municipal gov ernment methods we feel this library could be built as actons 1967 centenn al protect while the total cost of construct on cannot be expected through government grants a start now will ensure completion by 1967 expansion of police off ce requ rements is something suggested for some later date under a change to a county government calls would not be required n acton in the mean time
