and in a year in which many farreaching decisions must be made by the local administration juh fir a meeting e a new year has now advanced through the barrage of inaugural meet ings that adorn a municipal calendar and it may fairly be assumed that local government business is back on the rails again when you study the municipal cal endar you might be surprised at the number ofboards and commissions that are actually involved in the conduct of local government each group meets on a regular basis for specific business and to formulate policies- affecting a particular specialty every year we cover umpteen meet ings as a reporterobserver and each year we grow more concerned about the amount of time valuable time that is uselessly squandered decision making doesnt always come easily issues are not always clearly defined in black and white terms those grey areas have a tend ency to fog even the most penetrating minds if anyone asked and no one has for our guidelines theyre popular things now too on presiding and par ticipating in meetings wed offer the following start the meeting on time tr- there- isnt a quorum youre beat but make su the lat com dont get off too lightly one of the worst offenders in this is the county council which con sistently started 15 to 30 minutes late last year avoid conversational tangents the subject at hand may remind you of an other instance not exactly the same but interesting spare the meeting your ex perience maybe it will fit again at a later meeting think before you speak not many are capable of translating thoughts into clearly understood phrases without some prior thought dont rush in with poorly constructed ideas nothing kills good ideas faster than muddled com munication say what you think it wont win you any popularity contest and it may cost you the next election or appoint ment but your thoughts are the reason ior your appointment parroting some one elses doesnt hold much of a future in terms of personal personal vendettas nothing looks worse than seizing an opportunity to overemphasize your own problems while sitting back when the problems of others are considered you are there to serve all the people not lust yourself speak of a policy rather than an individual it is not necessary to abuse another member or another individual in opposinga plan nothing is gained and much is lost if montreal one of the great cities of the world worked hard for the honor of being host city and every canadian can take pride in the energy and im agination which have characterised its preparations for expo against what at one time were really long odds this said it must not be forgotten that while expo will undoubtedly be the moat dazzling single jewel in can adas centennial crown it is not the crown itself tt will indeed be the most international and spectacular of our centennial year events yet it will still be but one of many c centennial commission in ottawa established by parliament in 1963 and supported by ten provincial commissions has over the past three yean d aa exciting meaningful and nationwide a birthday celebration program aa any country ha i not only ottawa and the ten pro vincial capitals but many other centres of population and historical significance will also be the scene of several out standing events any of which would ordinarily be a major attraction in itself the confederation train and cara vans which will traverse the land from ocean to ocean with their vivid tableaux of canadas story from earliest days up to the present the dramatic voyageur canoe pageant in which 12 canoes will race each other from the rockies to jha st lawrence following the perilous 3800mile route of the early explorer- pioneers the series of armed forces searchlight tattoos which will be held in eight or nine cities across the country these are a few of the glittering pro tects by which canadians will commem orate confederation in short the celebration of centen nial year is a canadawide affair involv ing canadians everywhere for them 1967 will be the year to tour and travel across canada and get to know it bet ter the incentives to do so will never be stronger the same is true of all those non- canadians who will be coming here for expo every possible enticement should be employed to persuade them to see as much of canada as time permits we will never have a better opportunity to sell them on canada as a vacation- land its up to us and to the tourist industry in particular to make the most of it i wouldnt it be fun if we could con jure up from their neglected graves sir john a and the other fathers of con federation and take them on a tour of the nation they tied together 100 years ago with string and sealingwax would they think they had builded well would they swell with pride over i the nation that has emerged would they look with awe on what has been accomplished or would they cry as with one voice lemme outa here what have you done to our glorious domin ion the physical changes in those it tmy decade a fleabite in th huma spatirvwhia surely impress themtthe ent people proudly proving that the 20th century belongs to canada one look would reveal a material prosperity and comfort beyond their dreams but it would show that a lot of other things they were familiar with had not changed or improved in 100 i veers fear of the vs corruption in high places french and english cana dians wrangling dirty fighting at otta wa the taxpayers being bribed with their own money the rich getting rich er and the poor getting children a fam iliar world to the fathers but the sorrow might change to horror when they ifwsvh- hyi cast towers of steel and concrete in our cities the ribbons of road and rail that span the continent the st lawrence seaway and surely they would be thrilled by the vast technological leap made since they stood together for that stiff portrait in charlottetown they would be dazzled by the simple facts of electric light and power flight by jetliner radio televis ion the telephone the automobile oil- heating airconditioning and a thous and other things we take for granted but how would they feel about the country they created after the fancy wrapping came off the toys after they had seen the toronto city hall and had flown across the countryin a few hours and plunged into the bowels of a mod ern mine and gone up in a chairlift at jasper and faced annihilation in a mont real cab and groped for their drink in a gloomy cocktail lounge behind the glittering playthings would they really find much change in the country not at this time of year anywav it would still be a shambling geographical monster buried in white tail turned to the north wind only a sprinkling of lights a few curls of smoke and a few ants crawling about would suggest it was not straight out of the ice ages and if sir john a and his fellows lifted that familiar blanket of white and peered under it would thev be surprised and delighted bv wha they saw would they perceive a mature virile independ- familiar things and saw that the healthylooking body was riddled wfch disease the pollution of air and wafer would make them furious the soaring rate of divorce drug addiction homosex ualism alcoholism would appall them the number of dead on the highways each year would sicken them the pow er of huge monopolies would frighten them and the apathy of the average wellfed canadian would disgust them no wed have to divert their atten tion quickly and turn it to other things that would dazzle them perhaps theyd be impressed by some of our great cul tural traditions developed since their time like the grey cup game when the punks and the drunks take over or ho- ckey night in canada one of our great national customs when this entire sprawling nation is linked together into a warm friendly group of idiots rising as one man to fetch anothexjbeer when the commercial comes on maybe theyd enjoy a tour of one of our new atomic energy plants but i wonder what theyd think of the pictures of hiroshima we could tell them what we did in the two great wars but one look at the tax bill for defense would give them
