would consider applications to real locate to the buyer the quota o which the seller would have been entitled it is now pro cessing several such applica tions involving transfers dur ing the past year ond will deal with others as presented to it in the great majority of cases these involve desirable consoli dation into economic units there ore however other cases which cannot be adjust ed immediately through real location of quotas important among these are instances where dairyf made substan tial expenditures during the past year to increase the size and efficiency of their opera
