break fast verna and other mem bers of the canadian delegat ion called at the canadian em bassy where they met mr rit chie canadas ambassador to the united states verna and the other arine canadian nouncement seems on first reading to give some help to dairy farmers caught by the original dairy policy but he says further study shows there are so many con ditions reservations and es cape clauses that the whole thing winds up meaning noth ing mr munro says the state- ment shows an utter disre- izations about what this mini mum amount should be the statement says the com mission would continue its policy that quotas of producers who sold their herds could be reallocated to the people pur chasing them it says however that noth ing can be done at the moment through reallocation to help the farmer who increases the size of his operation just be fore the dairy policy with its restrictions was announced help through reallocation is also not available at the mo ment according to the state ment for the farmer whose production was seriously be low normal last year because of problems beyond his con trol like drought in the meantime it says the commission now has the pow er to issue supplementary quo tas in these cases the state ment says the commission ex pects some unused quotas will be available at the end of the year for allocation to these pro ducers in justifiable cases mr
