sessions to ar rive at the grand total of municipal costs school boards are negotiating with teachers and totalling up the sums they anticipate needing from the muni cipal treasury but the province still hasn t announc ed what it plans to do about that prom ised basic shelter exemption it is sup posed to cover municipal taxes on tho first 2 000 assessment based on 70 per cent of market value for every self contained residential unit in the pro vince the problems start to ertter the pic ture when it is recognized assessment levels to market values vary consider ably across the province locally a rea sonable guess puts the assessment at about 30 per cent of the market value calculations can get fairly complicated but with a few ifs thrown in the grant might result in about 40 to 50 on an assessment of 5 000 the method of distributing this pro vincial largesse is also a difficult prob lem if the government totals up each municipality s grants and gives it to the town the potential saving may never get back to the individual homeowner or landlord then there s the possibili ty of sending it to each homeowner buf with a population that moves as much as ours does is there such a thing as an up to date mailing list if you rent a property and the same property has been rented by two other families the same year how does the money get divided up if it goes to the landlord is is simply regarded as gravy and not used to the advantage of the tenant there are a whole raft of problems unanswered in the mechanics of dis tnbuting this new example of provin cial beneficence what astonishes us is that in this age of planning where everything ust must be planned we see the provincial government intro duce an idea that has obviously lacked completely any actual planning the provincial election itself is now some months old and yet clearly the formula for tho shelter exemption grants has not been completed it makes one wonder how well planned govern ment really is or whether the main issue is not ust getting elected finishing touch we like the story of the schoolboy who browsing among a pile of old books heaped on a counter chanced upon a volume bearing the
