of labour were explained to some members of parliament including myself this week when the hon bryoe mackasey took us on a guided tour of his department this tour was the first in a series and based principally on how information is gathered and distributed the public jrelationsand information services branch including its distribution centre was exptainedln detail the tour visited the mjjdia relatins section which in on labor statistics handles all press releases and statements- the general information section where pamphlets and booklets explaining branch and departmental programmes are written the audiovisual and promotion section which handles the national industrial relations film library as well as film clips posters and all types of advertising and the publications section which writes and compiles the english and french editions of the labour gazette the department produces tome four million pieces of literature a year it is also actively engaged in a film programme dealing with the many problems affecting employees and employers due to technological change- this programme exploring the social and economical challenges of such change is part of a wider departmental programme of how to introduce change without undue hardship for the individual we are all aware that change is inevitable but it is the departments concern that any major changes in the work situation only take place after prior discussion with the people involved so that equitable solutions can be found the tour also visited the departments library considered one of the top five labor libraries in north america not only does the library have some 110000 books dealing with all aspects of industrial relations it also has an exceptionally large periodical section containing labour relations assessments have been registered in halton county- 340 of them by farmers who saw a major increase in their land values as a result of the countywide reasscssment program usually less than 1000 appeals arc launched in llallon assessors in each halton municipality completed a iwoyear reassessing program this year in aii effort to bring land vahies more in line with onethird the imarkct value sonic farm ianil assessments were doubled others tripled many halton county farmers attended information meetings sponsored by the halton federation of agriculture earlier this year where they wcreurged to launch appeals against the increases there is a possibility that if the appeals arc unsuccessful when they reach the county court of revision the farmers will baud together with the federation and carry their appeals on to a higher court most of the appeals came from the two lakeshorc towns burlington and oakvillc the assessors report there were 59 in burlington and 410 in oakvillc alone few farmcis in the two norther townships appealed- and there were no appeals entered in acton georgetown hud 160 esquesing 107 nassagawcya 47 and milton 17 halton county assessor rohcrt beach noted there were 340 fanii appeals but llie figure did not mean a njajiirity of halton farmers wcredissatisficd for instance 50 of the 107- esquesing appeals were from farmers yet there are- properties in v the t6wnshlp milton did a reasscssment on residential land values this year but he noted only ii of tlie towns 17 appeals dealt with properly values and there are 2600 properties in milton a good nnnlbcr of the appeals arc on statistical information the county assessor noted more than 300 of the countys total appeals deal with ownership changes clerical errors or changes in school support mr beach felt the assessors public relations program helped pave the way for the reasscssuicnt this year and helped to cut down on the number of appeals assessors held open houses and were available for ratepayers to discuss their assessments i think it is an indication the assessors have done a good job on the assessing mr beach added the county court of revision which will licar the appeals starts its work willis hearing oct 10 in milton moving from there lo each other municipality in the county thirtythree working days have been set usd for hearing the appeals and the court
