this committee i would like to discuss the various services performed by this branch of the department of manpower and immigration people come to the more than 300 full service ganudu manpower centres across canada seeking employment and the services provided by the branch are directed towards that end i or many persons particularly those essentials needed lor tiat with established occupations and skills for which there is a demand the only question is how quickly a suitable jftb will become available and can be suggested- tbe applicant but many people thos with handicaps orwith special employment problems of various kinds require- careful career counselling based on the hest available labor market information and their own desires and aptitudes if there is no suitable job available immediately the answer may be retraining or rehabilitation or even a move to whore jobs do exist the canada manpower counsellors must know the realities of the job market as well as the desires of the people they deal with- both the employer and the employee it is most essential if this brunch is to function properly and effectively that an information system regarding job vacancies employer requirements education and skill requirements occupational trends available training courses and labor market conditions both locally and in other centres be kept uptodate and be further developed the adult occupational retrainlng programme was introduced a year and u half ugo many workers who conic to the manpower centres simply do not have the training and skills which a modem economy denunds this is mainly the result of the rapid technological cluuges which have taken place in the last twenty years and the inadequacy of our earlier efforts to cope with this chunge the youth who went through school 10 20 or even 10 years ugo entered u job market where relatively little skill was required the school system in those days provided them with time today however as the old types of jobs disappear these people find that they lack the education and training required for the new and expanding occupations demanded in the competitive labor market canadians last year spent over stf billion on the education niid training of youth the expenditure of si 50 million on adult occupational training last year will be increased to s200 million this year this is substantial but it must he increased even further us resources permit if we fail to provide training und re training for udults in our labor market technological change will leave them further and further behind our young people who arc being trained in the light of todays jlubor requirements the occupation truining for adults is done muinly through federal payments to the provinces covering the costs of providing such training the truining may tukc place in u 1rovinciul or municipal institution in industry or when necessary in a private training school the tcderul government pays the full cost ol training udults referred to vunous courses by the department of mun power twwe taking courses must have an income to maintain themselves und their fumihes while they nrc engaged in the course these allowances arc lo make sure thai the ruining remains a realistic option for those who need such training und the weekly rules range between 17 and q per week depending on the number of dependents a man or woman has in 1o7 more than 24 000 people were in truining under this programme t ne department of manpower and immigration also pays the provinces to help in the budding of adult training centres community colleges technological institutes trade schools and vocational high schools some workers do not need retraining even though economic and technological change may have eliminated their jobs many are left with a useful and valuable skill for which there is no local requirement this particular skill however may at the same time be in hgh demand in some other area the mobility programme which provides both relocation grants to those who the department has already arranged jobs ftt elsewhere and exploratory grants to others to look it employment where the prospects for employment are brighter last year some 5600 people twjk relocation grants and another 4400 received grants to search out new job opportunities the effectiveness of the manpower operations should not be meisurcd merely by thj number of placements made this is only part of the programme after all a man can be pi lecd in a job only when a job exists one of the prime functions of manpower is to see that workers receive proper counselling that vacancies become filled as rapidly and effectively as possible that persons who cannot fill existing vacancies receive rehabilitation or retraining which will eventually enable them to obtain employment and that those who need and who wish to move to new opportunities have the funds to do so i would like to mention the careers i xpo which was recently held in oakvillc the canada manpower i mployment committee in cooperation with such groups as oakvillc and district agricultural groups board of i ducation canadian manufacturers association chamber of commerce labor coueil veterans groups and womens groups sponsored curecrs txpo this project afforded high school students and their parents an opportunity to sec at first h ind what career and job opportunities ure available to them ii the oakvillc urea this was truly u community effort and those who organized and participated in this very worthwhile event deserve much credit and arc to be
