niagara for so far as he knows the regiment has no existence except for two weeks out of each year when a few squads of men clad in clouting provided by canadian government clothing which is obviously not tailor made inarch to the stations of the five towns throughout the county and disappear from sight to reappear in two weeks time with a genuine coat of tan which is obviously not purchased in a drug store in the meantime the county carries on lu business as usual and it u an even bet as to whether the county u safest when the regiment is in camp or at home however the man on the street knows little about these things and the history of the helton rifles u not written in the terms of camp life at niagara thoush these annual camps are incidents that should be noted for they provided a school of training that was the only school of training far the rural lillltla the record of the canadian divisions overseas fully justified their existence so that they require no defense on my part the regiment is a regiment whether it goes to eomp or not a military for- mstlan which functions throughout the year and which is capable of ex pansion to a full sized field force should the emergency arise the helton regiment has never ta ken the field as a fighting unit and there are very few canadian regi ments that have but it has been the parent regiment that has trained the ameers and other ranks that have formed the persons of expeditionary carps that have taken port in military operations in many parts of the world this story will discuss the regiment as a school of instruction though it is a potential fighting unit and while carefully noting the camps of training at niagara it will deal in particular with the events and peraeaalltles with which the writer made contact during the twenty seven years of ser vice from the time he entered the regiment as a private to the time he relinquished the command some eight or ten years ago the story or the regiment as a regiment is a story of the tented field of niagara and many interest ing contacts the story of the mem bers of the regiment ts a story of moving accidents by flood and field that would make the adventures of ulysses look like a page from the lad les home journal or farm and fire side the bald record of the regiment is written into the pages of the uultla luta service rolls attestation papers and medical history sheets but the story of the men who went out from that regiment is written in the ser vices of the stalwarts who responded in 1888 in the weary marches of uld- dletons columns from indian head to batoche and cut knife creek in the spring of 1889 in the scalding treks to paardeburg pretoria and to the drakensburg mountains above lyden- burg m africa and it u written in blood and tears in the soil of france and plandera from the yaer to the sombre and from the lya to the bomme the record of the regiment is chiseled in the granite of the ceno taphs erected in the five towns to commemorate the lives of the fallen and it ts etched in the hearts and uvea of the fathers and mothers wives and loved ones who lived from hour to hour and dally searched the cas ualty lists in the hone that they might not include the name of one dearer than life we do not claim these articles are authoritative they are only the im pressions of one observer and there are as many points of observation as there are degrees in a circle but we do claim that they are written with au respect and love for the comrades of those days many of whom saw ac tive service and many of whom did not through no fault of their own for every member who went into ser vice there were ten who would glad ly have gone had they been within the age limit or medically tit like all regiments the halton rifles has been a great fraternity in which many lifelong friendships have been made and cultivated the love of david and jonathan was simply the love of two brother officers forged and welded on the anvil of war when men are trained in the same school of chivalry endure the same hard ships and face the same dangers it is inevitable that an invielble bond will develop among them that la as strong w steel chains i recall an inspection of the 4th battalion on salisbury plain in the fall of 1014 before the battalion went to france ills ual- esty the king and lard kitchener passing down our line suddenly stop ped in front of the right of a com pany and the king cordially greeted the company sergeant major who like himself wore the blue end white riband uiat indicated service on the nile in the eighties they were both soldiers hod been through the some experiences and the little natch of blue and white was quite sufficient to bridge the gulf that separated the nan commissioned officer from his eoverum unlike the chronicler of biblical times i do not intend to make this story the record of the activities of the kings and the prophets the gen erals and the commanding officers for history to have any worth must eoard the services of all ranks with out too much emphasis on any one of uie elements that compose the regi ment i much prefer the term sol dier to that of officer and nan commissioned officer and will en deavour to remember that during the course of the history the history is not written with s in every aense of the word the peel and helton old people home is dt serving of the name as a visit to that wellknown institution will demon strate although the wind was blowing strongly and with a keen edge on 8at urday afternoon last tlte interior of notes and comments farmers will be delluhled to learn that the provincial government proposes to grant individual subsidies to townships to improve the slderoads with good roads past every farmers gate rural null delivery tlte tele shine walls are spotless windows gluten in the winter sun every department is in proper order and wlui all this neatness and cleanliness the place certainly lacks the appearance of an institution it is in every sense a home the efficiency with which things are run was apparent after the first five minutes there is not an unnecessary sound or a bit of needless bustle about the place work was being done the midday meal was in course of prepar ation but beyond the light footsteps of those employed in the kitchen and the occasional rattle of dishes the working smoothness that has been achieved was very marked yet it was a cheerful quiet men and women chatted as they worked or as they rested in the comfortable sitting rooms there waa entirely lacking a feeling of restraint rather one realised a selfgovernment in which each inmate bore a willing part it was no wonder that the inspector of homes wrote in commendation of the superintendent w h partridge and the matron mrs partridge they are not only handling the home ef ficiently but they have the skill re quired to make the institutional life agreeable to those sharing- in it the improvements made in the home itself are worthy of mention the closing in of the sunroom on the west side adding considerable accommoda tion and adding materially to the ap pearance or the entire building in this sunroom is a quanuty of furni ture made by airs partridge who utilised discarded woodwork for the purpose and proved uiat some women are adepts with both hammer and saw the installation or the frtgldalre during the year has made it possible to attain a greater economy in aup- nlles especially in the disposition of leftovers the bugbear of any house wife at the same time uie milk butter and eggs are kept in the right temperature and permit the most to be gotten out of them in the basement in the large cellar installed lost year far the care of roots is a splendid supply of roots citrons pumpkins potatoes that win be used in the commissariat depart ment during the coming winter not only are these articles of food stored in the cellar at the end of the season but constant care ts given them to see that they do not deteriorate in the old cellar stand scares of jars or fruit and pickles used as variant in the diet of the home and valuable in keeping up the standard of health among the inmatea the home has in the large gardens that surround the house a consider able variety of small fruits among them strawberries raspberries and rhubarb as well as a number or apple trees all roots are grown on the place six cows provide the milk which is a staple food for the older folk and ute feed far them is also produced on the farm aa far as passible the commissioners feel that the people of the two counties peel and halton mav indeed be satisfied with the home to which their aged and destitute can be committed with the assurance that their latter days will be comfortable that kindly care win make their journey over the last few miles less lonely and thai there will be compassionate hands to perform the last offices conservator work perhaps if nongivers who hove means would loosen up they would feel better towards the church and would at uie same time gain something in selfrespect cost or cleaning snow from 1jm miles or so of provincial hlghwaya which are cleared is about aso mile far the winter season this win ter there will be about 400 miles of roadway kept clear by trucks operated by employees of the department of provincial hlghwaya and 800 miles by contractors contracts have already been let last year for the first time the work of keeping the raadwaya clear waa let by contract it worked out sattefaetortly and the amount of work to be done by contract this year will be increased this procedure wui be beneficial to contractors whose trucks otherwise would be idle during the winter months and at the aame time it saves uie department from having to purchase a lot of extra equipment for the purpose the con tract meuiad is understood to be cheaper in uie long run the area which a truck wlu keep clear of snow is about forty miles so that for the 13o0 miles about thirty trucks or so georgetown every last clllxen of the town is i am sure in favor of the proposal there probably u some dif ference of opinion as to the location some years ago a lot was purchased i do not know upon whose advice this was done that is a matter of no importance i share the view of many that the site chosen is wholly unsulted for the purpose i believe very firmly uiat uie new building when it comes should be lo cated an main street as nearly as possible to the business centre of the town there are two or three possible locations on ualn street the best is clearly at the corner of church street if thla vacant property la not large enough then i am sure additional space can be secured with a mod em building an this corner uie inter ests of the people would be splendidly conserved and the whole street would be improved one cltlsen asks whether the build ing should not be in the centre of the corporation areaf hardly for this would locate it probably on queen street possibly about where oneills gas station stands the geographical centre is out of the question the post office should be located where it will meet with tlte convenience of the largest number of people from both town and country where the building now stands u ute location par excel lence but the necessary ground space does not seem to be available there i should think that all things consid ered opinion would be overwhelming ly favourable to the comer or main and church streets when it comes it will be the only government building georgetown will ever have let us make the best of it let everybody work far it and per haps same of the old boys can help let ua aspire to something that will be a credit to the old town and let us avoid what future generations might regard as a monument of human folly sincerely
