pleasant and efficient the people in the telephone service make cour tesy a habit it is part of the efficiency with which they serve there arc 15000 men and women engaged in the tiliphunc tem of ontario and quebec they handle over four million calu every day and in spite of the constant cr for speed there is htarcelya case of cuncious discour tesy or neglect the company is puoud of these 15000 men and women and has endeavor ed to matte their work as aipccable healthful and stable a- possible several hundred present employees have been with the system for more than twentyfive years this stability of staff maintains hijjh standards of operation and is encouraged by the em- filoyecs pension and benefit iund established n 1917 to protect employees in illness or acci dent and to provide for their future and for tluir dependents there is alsu a plan of employees life insur ance b which out of salary employees may carry without undue burden insurance to care for their dependents this plan has been ar ranged in cooperation with canadian insur ance companies at regular rates in addition to this factor of stability an active interest in the telephone system is encouraged by the plan f employees purchase of shares and by the plan of employee repre sentation some yean ago telephone employees were given opportunity to become shareholders in the company and 10390of them have subscribed for shares on instalment payments for some years also spokesmen selected by the staff have met with representatives of the manage ment to discuss such matters as wages hours tools and working conditions this has not only stimulated interest but promoted effici ency these things are the basis of the alert ness and enterprise which have became a tradition of telephone work it is demonstrated among the 4900 men in the plant department over 3500 of them have qualified for st johns ambulance corps first aid certificates and because of their outdoor duties they are frequently nearby when acci dents occur there hac been many instances in which their voluntary response has saved life and relieved suffering the same spirit has become familiar in the enterprise and courage with which operators rise to an emergency whether it de the night operator on the job at midnight or the lineman fight ing a winter storm the men and women of the telephone service give their st nicholas retains his po pularity whether he is prophesied as descending upon the chimney and just fancy the catastrophe that might befall the world if it became the fash ion to build houses without mother smiles happily in the chaos christinas eve may nu nervethrobbing aching bodies and fagged minds worn out with stren uous preparation but christmas finds the family indulging in bigger plajta for next year decorating the church with ev green on christmas eve is as old as the hills polydore vergil says that trimming of the temples with bans- ynges floures bougnea and garlondea was taken of the heathen people which decked their idols and houses with such array in old church cal endars christmas eve is marked templa exornatur however this may be the greatest charm of christ mas la the decorated church the power which makes man see beyond the bare walls of the church and which carries htm back through the ages to worship with the shepherds at the manger cot in bethlehem christmas without its religious observances for all tha feast ing gaiety and rejoicing would long ago have passed away christmas carols as they are known today are a literary inheritance han ded down from an age when there existed neither popular songs nor drama at fixed seasons of the year the british people used to congregate to sing simple ballads in which sec ular themes were closemingled with religious of the store of popular poetry nothing now survives in actual use except the christmas carols but in those old days the christmas carols were only a portion of a larger collection of semlrellglous songs each group of which had its special association with the ecclesiastical year easter had its carols so had whltaun and mayday and many other relig ious holy days these were not part of the church service as they are to day they were mostly associated with those early dramatic representa tionsmystery plays the festival of the chrlstmastlde la heritage of the long ago and the date of lta origin is unknown tradi tions tell of celebrating in midwinter with feasting and merriment in the days of antiquity perhaps the most widespread of all festive institutions is the christinas tree the present form of the tree decked in candles and hung with colored balls and images does not seem to date back prior to the seventeenth century in england there is a legend of joseph of arlma- thsra which telle us that when the saint settled at glastonbury he plant ed his staff in the ground it put forth leaves and blossomed every christmas the tree very likely is a survival of the older laurel decora tions which were tied to the doorposts of houses halton rifles continued from last week much criticism has been levelled at the regiment on account of the quality of some of the men taken into camps and we admit tliat there were men who would have had difficulty in passing tlie inspection for guard mount at st james palace or in while hall but one can not judge a book by its cover can one and the great lesson that most militia officers learned was to call no man common nor unclean and tliat lesson was con firmed on the western front as they wltnesed the cheerful sacrifice of some of these fellows who did everything to excess from drinking of their beer to the ministering of their stricken comrades even though such ministra tion meant the loss of their lives the militiamans pay was not exor bitantly large fifty cent per day a condition which to say the least ab solved tha soldier of the charge of being mercenary- oeneral otter made a caustic reference to the appearance and physique of a few men in the regiment on one occasion and the colonel replied with the question well what do you expect for fifty cents humming birds however it was a good regiment and requires no defence a regiment is a cross section of the recruiting area it is recruited from and under its standard is gathered men from all conditions of life there are men of the type of john pautaff ol bardolph of corporal nym but there are men of the stomp of hotspur douglas glendower and prince hall and if the one type overemphasised the con vivial elernent and tarried long at the wine the second addressed themselves to the task of improving conditions and worked and hoped for a day when men would realise that a soldier must be fit and that a beaten path to a wet canteen was a poor track on which to train men for route marching it is well to remember however that soldiers are young men whose philos ophy of life has been best expressed in the words of oratlano why should a man whose blood is warm within sit like his grandslre cut in a abaster with mirth and laughter let the wrinkles come that is not a bad philosophy of life either and one gaining in favour there are no longer old people they are now older people the comparative degree is much preferrable to the positive the helton regiment has always been a rifle regiment and as such was at one time clothed in uniform of a rifle green colour which was rather distinctive the clothing de partment must have become colour blind in time for instead of rifle green the uniforms have become navy blue and there is nothing very distinctive in navy blue and for a time when the uniform was partly rifle green and partly navy blue the colour scheme was far from artistic at one time during the regime of colonel allan the regiment hod been given an issue of tartan trews in lieu of the regulation trousers the tartan being of the campbell plaid in com pliment to the marquis of lome alter whom the regiment was called when i take up tlie administration of colonel allan i shall have some thing to say anent the fate of those trews but for the present i must hurry through to the end of these generali ties and get down to the chronicles of the regiment i recall one little fellow who eame to the georgetown armoury on the eve of camp and signed the service roll that made him a soldier of the queen there was only one suit of uniform left and uiat one had been rejected by everyone owing to lta tremendous alse we will call him salty tliough that was not his name and salty was going to camp whether or no and was not to be deterred by such a small detail as a big suit he- took it home with him and the next morning turned up fully armed and equipped with the great suit cater ing him like a graduation gown and a helmet that almost extinguished his features he was neither the glass of fashion nor the mould of form but he was tlie observed of all observers as he stepped high and wide tiwut parade ground in his endeavour to keep his trousers out of the dust when the parade formed salty was stuffed into a recess in one of the somebody said i was good look ing when today no i mean when were yau good looking sympath iter and did her father come between you jilted suitor no behind met a bashful young couple evidently much in love entered m crowded tram do you think we can squcese in here ho asked looking doubtfully at her blushing face dont you think dear we had bet ter wait until we get home was the low embarrassed reply ciikihtmaft unfh to shepherds in the fields tlie tnnir and glory to wle men in the bast the star that led in fearless radiance loh wondrous storytt to bethlehems manger bed there high and low their love and tributes bring hope for the world lit born the child is king ah i since our lord from earth to heaven ascended what throngs have read the sacred story through what multitudes have eauaht the vis ion splendid and shaped their lives anew found him indeed the truth the life the way who as a babe in bethlehems manger lay and once again at christmas the story breathes to the troubled world lu blessedness forever lives and reigns the king of glory the lord our righteousness while ages roll forever shall increase the wide dominion of the prince of peace ctwrles l patterson not very spectacular but pcrliaps a telegraph operator and a potential signaller perhaps a teamster in which case he will know the nigh from the off side and will be able to harness a transport team without having too many straps left over i recall the organization of one of the overseas battalions over twelve hundred men and that organisation os effected in less than tuo hours and the headquarters details were or ganised on a basis of their technical and professional training and few changes were necessary thereafter there was a wireless operator among the newly arrived officers and he was tlie logical head of the signallers and so on avoiding the error of trying to fit square pegs into round lioles an error that occasions so much trouble and dissatisfaction in civilian as well as military life a modem regiment is very tech nicalit is composed of many corps of specialists it is in fact a minia ture army self contained and com petent to meet and sohe its problems and a regiment like the halton regi ment lends itself to this condition an infinitely more valuable quality than precision at close order drill and ad vancing in review order it will be uell to remember these points as we trace tlio solution of tlie halton regiment from lu incep tion in ibm to the great war it will also be well to remember that a tele graph operator in an 111flttlng suit is infinitely more valuable as a sig naller than a tailor made sinnaller who had no technical training a pair of scissors will correct tlie first con dition but there lll be no time to correct the second in many ways the arts of peace coincide with the ana of war there is road building bridge building demolition railroad building and a host of other constructional problems to which the personel of a militia regiment can adapt itself with utile effort there are sanitary problems medical problems mechanical pro blems and all sorts of problems in war as in peace and the pervoitel of a militia regiment with lu diversified civilian occupations can reach u solu tion in shorter time than any other force that i know of lord wolsey learned that in 1870 when he took the red river expedi tion to port garry on the occasion of the first rebellion in the west and was amazed at the facility lth which the men removed obstacles from the hue of march which at that time traversed a wilderness rock bound and difficult in the extreme there were two halton men on the expedition captain albertson and john olllles about whom i khali me more to say later lord wolsey was so impressed with the resource of the canadian militia man that he requested a force of canadian boatmen to accompany tlie out expedition up the nile to tlie relief of gordon and this farce an dispatched and played a noble part in those op erations and has gone down into his- tory under the picturesque name of sections of fours the band struck up the nile voyageurs and salty and his escort were off on lord wolsey wrote a book on hu the big parade varied experiences and the many he reached camp without being references to the red river expedl- arrested and as aoon as the company un sliows how deep was his respect was established in lu company lines w jw resource of tlie canadion mil- company and the packs had been removed salty set out unattended for the of ficers quarters to report his safe arrival to the company commander actuated no doubt by a sense of social obligation he found the captain immaculate in his gorgeous full dress uniform malting for the officers mess bugle ltlaman 1 have gone to same length to show that the strength of a regiment is not expressed in the icrmlnolojty of the drill books and tliat there if u latent power in the mllltlamun lth his fertility of resource tliat tlie martinet type of officer find imposs- ible to understand and aliirh tlie and nothing daunted salty stepped german aeneral bcrnliardl ignored up and said in a confidential tone i when lie wrote that art a mllllary force good gracious captain that was a canadian mlllilu via a negligible big suit they gave me at the a regiment that lias nothing but these qualities will be of little value when it comes to meeting tlie exigen cies of service but tliere la one qual ity in a canadian militiaman tliat makes him the equal of any soldier on service his resource tlie solvent for so many of tjic difficulties that arise on service and for which no sol ution la offered in the service regula tions all ranks are trained in some occupation in civilian life and this diversified civilian training gives to a diversified civilian on service a power which is often overlooked by officers uhose measure of efficiency is tlie
