parliament is opened- gives a general survey or the legislation which the government proposes u bring in during the session it also touches on general conditions in the country but it makes no attempt to cover completely the work or parliament it is a sign post indicating the road along which the government and oar- llamehf will travel man bills which will be presented to parliament have not yet been drafted and events transpiring while the session lis on will doubtless raise issues suid bring about legislation not contemplated at the opening of the session it is therefore only in a general wsiy that trie speech delivered by his ex cellency the governor general at the beginning of the present session fore- casts the course of the work of par liament during the next few months in regard to social legislation it clear that the government hopes secure an early approval by the pro vinces of the amendment to the con stitution which will allow parliament to pass its unemployment insurance measure whether such approval will be forthcoming it is for the future to disclose at the moment the chances do not seem very bright a good deal of space was given to the work of the royal commission on dominion provincial relations which is examining the economic and finan cial basis of federation and the dis tribution of legislative powers in the light of the new conditions which have arisen in the past seventy years it was stated that the stressed strains which economic and social develop ment since confederation have placed on canadas governmental structure have disclosed the necessity tor ad- justments which will enable it the more effectively to serve provincial and national needs and to promote and preserve canadian unity ffis the tn commission will continue for 1 some months to gather the necessary information it will then issue its re port widt recommendations and then it will be in the hands of appropri ate authorities to decide what should be done the statement in the speech thai arrangements are being completed for the inauguration of a national trans- canada air service refers to the air way for which fields have been con structed throughout the dominion which has already been making trial flights in the west and which in the coming summer will doubtless reach montreal as a standardised service it is a gigantic undertaking but it will place canada definitely on the air lines of the world and will link with the transatlantic services corn- ins into operation before the end of 1940 the transport department will sponsor legislation to extend the au thority of the board of railway comls- 1 sloners last session an endeavor to create a transport board out oi the railway commission was defeated the senate this year changes in the original bill will be made to remove objections that arose last session one of the cardinal features of the original bill was to bring other forms of transport under some degree control the railways being the only form nl present regulated under the board of railway commissioners considerable interest will be arous ed when the legislation with a viev to furthering the principle of parlia mentary control of the export o power ls introduced this question of power export it will be remember ed was the occasion of a lively ex change of views between lhe prime minister oi the dominion and the premier of ontario gratification was expressed at the substantial economic advance m canada at the increase fii teven the expansion in trade the increase in employment and the decrease in the numbers receiving unemployment assistance on the other hand n the minds of legislators there mast be some anxiety over conditions in the united states and the possible effect these may have on canadian indus try it they do not soon improve the country will wait with interest the terms of the new treaty bfwen canada and the united states which the speech said is in process of nego tiation it will be very much inter ested in the trade agreement which will be concluded between the unit ed kingdom and the united starex eastern lis well as westemcanada will have been pleased to learn that the activities of the prairie farm re habilitation act will continue the work already done under the terms of this act has merited more credit and publicity than it has received the expansion promised in the ef forts to train unemployed young peo ple will also meet with general ap proval the canadian people share with the government its anxiety over the international situation and will view with sympathy the efforts which the speech stated the government has made where opportunity offered to promote international understanding and goodwill they will also be in full accord with the statement that the government is convinced that in seeking to cooperate with the united kingdom and other countries in ef forts to promote international trade it is pursuing one of the most effec tlve means of ensuring economic se
