weighed more than 185 lbs complete text of mayor gibbons inaugural address on monday balton g operator s meeting jl on thursday evening january dtr the saltan garage operators assocla tlon offered a marked demonstration of the progress they are m in the county when they met at their regular meeting which was held in the parmer s hall at milton with the pre sident mr j l mckfcndley in the chair during the business period one of the most interesting features was the installation or officers the president gave a sliort but interesting and thoughtful address not only did he forcibly point oat the duties of the officers but more particularly stressed to the members the necessity of then- loyalty to the branch their atten dance at the meetings their co- operation a themselves and the to the officers- were- gome of the things which the success of the branch would be measured by the big event of the evening was the educational part of the program put on by the exide batteries of canada ltd and represented by mr j j mehaffey mr w j elliott and mr doug irvine mr elliott gave a very instructive address on the care and maintenance and servicing of batteries which he also explained in great detail wlith the assistance of moving pictures which provided plen ty of food for thought a vote of thanks was expressed to the exide batteries of canada ltd and their representatives for their efforts in placing such an interesting evening at the disposal of the mem bers of halton branch a social hajf hour at the close brought one more evening to a happy a social half hour at the close brought the evening to an end at this the first meeting of the municipal council for he year- 1m1 it is my desire to convey to the mem bers my pleasure in being associated wlthmen who by their experience and good judgement have merited the con ftdence of the electors of the town of georgetown mr bradley who has subscribed to his declaration of office as oounculor lor the first time will i believe be a worthy representative of the citizens in the ward in which be has been elected we are assembled here today in an atmosphere unparallelled in the his tory of our nation when the minds of the citizens of this and other commu nities re centred on the struggle that the great british empire is making in defence of our religious freedom and the peoples liberty to choose and form their own national provincial and civic governments and i submit there is no better way we as repre sentatives of jhe people of this muni cipality can serve the cltisens and as sist in the war effort than to follow a definite policy of taxcontrol and a revision of the tax rate downward seldom if ever has this town been in better position to adopt a payas you go poilcy to build up a municipal estate for the benefit of present and future taxpayers eliminating tax bur dens and pursue a policy of strict ec onomy consistent with necessary civic services so that the citizens will be better able to pay the increased nat ional taxes in war and post war per lods this briefly is the policy i sub mit to the members of the council for their consideration this i believe is the leadership that is expected of me by the citizens of this community at the present tune the total deben tire debt or the municipality is 150 159 21 of which 95 41171 is listed as ecoverable and 54 747 50 as a direct cliarge to the town most of these debentures issued in former years are bearing a high rate of interest and were issued for long terms which has proved to be unwise financing for example the water extension deben turc issued in 1922 for 82 000 00 with interest at ot when retired will have cost the ratepayers approximately 180000 00 during 1941 42 there will be a debenture retirement of 30 000 00 rendering possible a reduction of 10 mills in the tax rate for debt charges in the year 1943 the tax levy for the past year was 61 655 of which 90 was collected of the total collections in recent years approximately 38 was spent for ed ucation 20 for debt charges 12 for county rates and the balance for oth er various civic services the arrears of taxes and unpaid water services in my opinion constitute a major prob lem for lre present council to deal with although t the municipal council has no part in uieadministrauon of edu- ii t ional affairs it is my desire to compliment the public and high shool boards on the high standard of educational efficiency that exists in this community at a minimum of cost i have reasons to believe that the discipline the general advance meut of the pupils and students and the efficiency of the principals and staffs are second to none in the prov ince of ontario realizing as i do that independence of thought and action in transacting public business is not only the piivi lege but the duty of every member of the council knowing the individual responsibilities that are ours in main taming the confidence that has been placed in us by the electors i appeal to my fellow members for their con uirued splendid cooperation of prompt and regular attendance at an meet ings and discharging public business with dignity and despatch i suggest it is not too soon for the municipal council to give some tiwht to the civil reestablishment of the young men of this community who are actively engaged in defence of the de mocratic principles which we all s richly enjoy when this war has been successful ly fought and won when this com munity and communities such as this returns to a state of happiness con tentment and near it will bis the duty of everyone including industry national and civic governments to see that men who have served their coun try are suitably rewarded during my present term of office assure the people that my devotion to public duty will continue and i am convinced by the united efforts of all the citizens m the interests of civic welfare and community betterment the town of georgetown will continue to be one of the best towns for size and population on the north american continent stewarttown mrs hunt and daughterpameiaids led with friends irpuelph last thurs day also on thursday the wj had thelr opening meeting
