ever remembered by wife and family county council argue on committee appointments continued from page 1 mr campbell and mr hulmer no no thresh it out now with the approval of thej councll dr keslop got in touch with mr i jmck county solicitor and asked that he give his decision in the matter mr dicks decision was as follows when a member of the road commit tee becomes warden it does not follow that be must resign as a membeeof that committee the fact of hs be ing warden does not dlsquajlfy him on that committee aj ordinary member but if the wards were not already a member he would become a member by virtue of his office as warden following mr dicks decision the following resolutions were placed be fore the council moved by mr hall seconded by mr robertson that we appoint dr c h heslop to succeed mr byers imx plred term as member of the county roads committee for the yeari041 and 1943 carried moved by mr chalmers beconded jy mr may that mr cleave be ap pointed to the roads committee to rulffl the unexpired term of mr byers the motion was lost council adjourned for hour an hour to that the road committee might mee council lesumed and the ad visabinty or otherwise of purchasing the 10 000 truck and equipment ad vised by mr smith at the last meet ing was turned down by the unanl mous vote of the council there still being considerable buf ncs to transact council adjourned to meet again at 7 00 pjn referring again to our repor o the somewhat heated debate over ap point men ts to the good roads com mlttee it should be emphasized that while mr cleave was out for a more even distribution of committee ap polntments incidentally committee fees it was obvious that his arguments were not the result of any personal an tagonism mr cleave merely contend ed that mr finney had been well treated by the council considering his comparatively short term of office a glance at the committee reports for 1m1 will support this contention but in fairness to mr finney it should al so be stressed that mr finney has in the short time he has held office prov ed hlmsellvto be a reliable and con scientious worker on any committee also it should be remembered that the appointment of chairman to the pin ance committee was offered in the first place to mr j w campbell the new reeve of oakville who declined the office asking that be be given a less responslhle position in the coun cil during his first year mr finney definitely and repeatedly asserted that never at any time had he made any attempt to seek office in each case the appointment to committee was offered him and when he accept ed these various appointments it was with the intention of discharging th duties incurred to the best of ability regarding the controversy as to the wardens position an the road com mlttee it should be pointed out that toe issue was not whether mr kerns should sit in on that committee since thats his privilege as warden of the county but whether he should retain his position as a fouryear appointee on that committee mr hulmer was of the opinion that mr kerns should resign and act on the committee only as warden this would have meant two appointments one to succeed mr byers and one to replace mr kerns however awarding to mr dicks ruling mr kerns resignation was not necessary and was therefore not given although warden kerns ex pressed his willingness to hand in his resignation as an ordinary member of the road committee should council so desire but it was not definitely re quested a glance at the report of the ooun ell meeting for january 16th 1040 is of special significance at this meet ing it was moved by dr heslop and seconded by mr brers that mr oeorge finney warden f or issn be appointed to the good roads com mlttee for the year tto complete the unexpired term of mr victor hall the motion carried this appalntnient was made despite the fact that the warden by virtue of his office is en titled to sit on all committees with power to vote in response to a request presented personally by a representative of the salvation army council were unani mous in their decision to make a grant of 100 to this worthwhile cause an increase of 260 over that of last year since council were of the opin ion that the work of the salvation army waa greatly increased by war conditions at the night session council went into committee of the whole with reeve oubert in the chair reports were considered and adopted and were as follows prtntins this committee recom mended that the tender of ernest v barber for printing 100 copies of the auditors reports at 2165 per page be accepted also 100 copies of mmutes reports and bylaws for 1241 at n 60 and that the tender of hmhsll t white for printing stagistrates blanks be accepted county binuhngri ryment of ac counts recommended also that an ex tension ben be placed in the sheriff office to assist the deputysheriff in his absence education this committee reoom mended payment of accounts to high school boards rockwood continuation school t burlington high school 11 oakville high school 94 milton high school 11 acton continua school special communicatlonsrhls mltteev recommended that the f log resolutions be endorsed from lindsay victoria county whereas the cost of conducting 1 trance examinations iwi reading pers by the entrance board is considerable it is decided to recom mend that inspectors be not allow ed any extra fees for this work they work on a yearly salary should be available for any work dur ing the twelve months of the and all work done should be inch in the salary received teachers the entrance board should be allow- i ed regular fees for this work as they i and their duties end at the end of i june each year therefore the reading of papers is done during the summer holidays from peel county that in view of the high cost of the administration of justice we would respectfully peti- uon the dominion and provincial gov ernments to discontinue all allowances for mileage and other expenses judges magistrates sheriffs and other officers connected with the admlnstra- tion of justice and to pay straight salaries to such officials without ex tras also that judges be required to contribute to their own pensions on the same basis as civil service pjoyees also from peel county copy resolution passed at last meeting peel county council be it resolved that we offer 16 000 to albert kee for 100 acres at the rear of the house of refuge subject to approval of halion county and that the committee have power to act mr finney explained that the pur chase of this land was contemplated with the idea that it could be profit ably farmed and provide necessary em ployment for the inmates of he house of refuge after some discus sion it was moved by mr hlllmer seconded by mr craig that gilbert finney cleave and wilson be a committee to look into the purchase of land as recommended by the coun ty of peel at the most opportune tune as to purchase of same and report back to council carried other resolutions passed were as follows moved by mr robertson seconded by mr finney that mrs d hartley and mr john blair be appointed to the old ae pensions and motoers allowance board far the year 1941 moved by mr may seconded- by mr craig that the members of the agrl- 1 culture committee be delegates to ths agricultural council and that their expenses be paid but not to exceed 9 per day per member moved by mr chalmers seconded by mr campbell that the agricultural committee be given leave to purchase 4000 trees for the county reforesta tion farm moved by mr gilbert seconded by j mr finney that the warden and clerk be authorised to submit to the minister of highways the petition of the county of halton that during the year 1940 there wasexpended on the county system of highways tha sum of 26672631 and request the statu tory grant on that amount as pro vided by the highways improvement act moved by mr gilbert seconded by mr hall that the roads committee and the county engineer be sent a delegates to the ontario good roads convention and that their expenses be paid but not to exceed a total of 75 mr finney raised an objectloti t cannot see
