has been given to the house our carry over of old wheat on july 1st last was 300 t rfatllton bushel ant our new crop yielded 5514 million bushels this would make our wheat supply for the current year 862j mil lion bushels which la just about double our average supply tor the pre vious ave years canada never has had a market within any year jar a quantity of the magnitude of this years supply and under present conditions our market outlet is so curtailed that the larger part of it must be carried forward in to the next year by comparison canada s carry over of wheat in 1938 was only 24 million bushels and in the previous year 37 mlthonw for the ave years from 192321 canada a aver age yearly carry over was 39 6 mil lions the high record of carry over in the past was 319 mp bushels k 1933 canada produces only about one tenth of the world wheat supply the normal wheat carry over for the en tire world is only 543 million bus- bete from these figures it will be seen that while we only produce a mall fraction of the world wheat supply canada will this year have a carry over greatly in excess of the wrrrrmi world carry over ix canada planted no wheat at all this spring and none in 1943 her present surplus would enable her to maintain both her domestic and her foreign trade for two years at the full average of the last five years and would provide seed for the third year this enormous excess of wheat in awrtr- has two important conaequ- 1 it depresses the world price of wheat with consequent loss to cana dian fanners on future crops of wheat 3 the cost of carrying this wheat in both interest charges and storage rates is at least 80 million dollars ah- maby in the light of all of these facta our programme this year provides for a d wheat acreage of 36 per eent the kea of this decreased acre age is to be borne part by the state and part by the western fanners the western farmer has had so many bad yean it is therefore natural that he anould the other far mers m canada fear the results of toe ojreratncatton of agriculture in the west but what other option is there tn sight the british budget has now brought down and it raises 1 texes to 50 and in addition it re duces the amount of the exemptions the exemptions on a married mans income are reduced to 670 and 388 for a single man a very inter esting feature however has been in troduced with respect to the income tax on small incomes these are set up as a credit to each man and will be available to him when the war is over a similar feature has been in troduced with respect profite tax this 100 but industry fund of 30 for when the war is sory form of saving see it decreases uon of goods at thft r permitting a greater war effort and it provides a large reservoir of demand lor consumer goods to speed up the reestahushment of industry when the war is over canada a war effort is being stepped up just as fast as new factories can be built and men train ed to man the new factories our war savings scheme has been notably uq- cessful but as the war grows in inten sity it is possible that canada may tiave to enforce a savings plan simi lar to the british plan thirtynine members of the house coiramons visited the steel com pany of canada and the national steel car company at hamilton last weekend the contribution which hamilton is making to the supply of war materials is nothing short of miraculous already the steel com pany of canada has stepped up its capacity to three times its maximum steel capacity in their largest year of the great war its new plate mill which came into production just a few days ago has a capacity of 50 tons per hour expressed in terms of ships it can produce in one month enough steel plates to build 7 cargo ships having a tonnage of 10 000 tons the national steel car company has specialized in shell production its new plant is turning out over 80 000 shells per week it has produced over 3 million shells to date and is now producing as many
