hospital an tuesday august 2kh alter an illness ol five oeneral mitcheu retired from his post as dean at the university only last june after serving since 1019 in the lost war he had a distinguished re cord as an intelligence officer and the present conflict saw him called bock into service he was actively en gaged in important intelligence work lor the government when he was taken dl charles hamilton mitchell was born tn 1873 at petrolia ont a son of rev peorge a mitchell a methodist clergyman and agnes beckett mtt ohell his father was later methor dl5t minister at georgetown methodist mlt gtunch and oeneral mitchell is re membered here by some of the older feneration of residents he entered the university of to ronto in 1888 graduating in 1802 when he became assistant city en gineer of niagara falls ny prom 1804 to 1901 he served as city en gineer of niargara falls ont at the mme time carrying on a private prac tice in hydraulic engineering which brought him a wide reputation and hl to his appointment in 1001 a principal assistant engineer of the on tario power company he remained in ibu position until 1906 when he went to europe to study hydro electric pow er development there designed plants returning he practiced as a con sulting engineer in toronto specializ ing in hydraulic works and hydroelec tro power and designing and construc- ttg plants in the marltlmes ontario and the canadian west during 1909 and 1910 he was con- aritmg engineer for the ontario pow er company on its extensions and in lftll14 and again in 191920 he was consulting engineer of the water power branch of the federal department of interior from time to time he had l engaged as arbitrator and expert in various technical and legal general mitchell joined the militia as a lieutenant in 1899- and the out break of the greats war found him com missioned as a major in the corps of guides and divisional intelligence officer on the general staff of the 2nd division toronto he served for five years in france belgium and italy on the general staff in 191415 he was a lieutenant- colonel in the first canadian division under lord byng in 191516 he was chief of intelligence for lord plumer commander of the second imperial army and in 191718 he held the same post under lord cavan at general headquarters of the british army in italy mentioned in dispatches general mitchell was seven tunes mentioned in dispatches and earned many decorations djso cmo cjb vd legion of honor tfrance order of leopold belgium croix de guerre belgium order of crown of italy oroce dl ouerra italy his first act when he hettrdmus- sollnts declaration of war was to take down from the wall the two decora tions he had received from italy in the last war general mitchell was long a member of an international engineering board appointed by the governments of tjj3 and canada to study the st law rence waterway project for navlga- tlon and power proud of his profession general mitchell often paused in his teaching to drive home to his students the im portant place held by the engineer in the economic scheme his scientific writings served as mlleposts in the course of engineering practice as early as 1896 he wrote a technical work on aerial mechanical flight and in 1911 years before military au thorities gave the matter serious at tention he wrote a treatise on aerial warfare his writings following a visit to europe had much to do with hy- droelectlc development in canada honored by colleagues general mitchells last public ap pearance was at a review of the co t c upon its return from niagara onthe lake june 22 his resignation tendered last november did not take effect until the close of the university term this summer he was a member of the institute of civil engineers london the en gineering institute of canada which he served as president and vicepresi dent the association of professional engineers of ontario which elected him president in 1933 and the am erican society of otvil engineers m 1939 he received the gold medalmfthe american society of mechanical en gineers at a ceremony in washington he was a director of a number of large companies always keenly interested in dvlo af fairs oeneral mitchell served at one time or another as president of the toronto civic guild vicepresident of the symphony orchestra vicepresi dent and president of the board of trade chairman of the toronto cen tennial committee and member of the toronto city mission to study relief he also was an enthusiastic mountaineer executors auction sale of real estate the
