to labour the one question that i have heard man times oftener than anj other during the campaign is this how is it thai we can now find 5000 million dollars a year for war when oniy a few years ago we could it find enough money to pay decent relief payments and municipalities were going in default provincial bud gets were in the red and the federal budget was in the red this ques tion 1 iail endeavour to answer the reason we have been able to employ everyone in time of war is because of the fact that we had a market for every plane tank ship gun shell and other war equipment that we could produce and we had a minister of finance who said that he would make financial j pebble the financing of everj war product that it was physi cally possible tor us to produce at a rcul we have reached full em- ploymtnt though in doing so it wa necessarj to impose heavs axat on p ice control and rationing so long as the canadian jhojle will unite with the imt deurminallon in peacetime o mipplj uk hiphesi standard of liv mi pobsibk to cur people jt can hut lull mploinun th kiy lo the whole troblem n my o union is markets ii we main la n i sjiliciintlv hifeh standard ot nut in cuiiuii to consume all of the civ ill in fcoodb iliat wi produce for our own use plus our imports t we will have a market which will re sult in lull employment the liberal part believ es that the oily way this domesficmrket or some call it con- turner buying power can be maintain ed in peacetime is lo see that each of the three main groups labour agri culture and finance receive their pro per distributive share of the national income my article last week gave the figures with respect to agriculture this week i will deal with labour in the past labour has not received its proper distributive share of the national income with the result that we have not maintained consumer buying power at a sufficiently high level to consume the goods we can prodjce the two instruments avail able to labour to insure fair treat ment are collective bargaining and taxation collective barfainhur is now an es tablished fact and since pjo 1003 was passed union membership has more than doubled x would hope that we li no se ev w o member and while in any new organi zation there are some opportunists and selfseekers who push themselves for ward to prominent positions i hare no fear in regard to labour organisa tions- the heart of the canadian workman is sound and these organi zations will soon weed out any false leaders and opportunists profit sharing by labour is in its infancy but this feature will spread rapidly when the facts are known i believe that labour makesjust as im portant a contribution to the produc tion of goods as does capital and that labour should be taken into full part nership with capital one of the beat illustrations of which i am aware to show the sharp difference between the liberal viewpoint and the conservative viewpoint in regard to profits is one which i encountered whle chairman of subcommittee no 1 on war ex penditures this committee visited every aircraft plant in canada while visiting the vlckers plant at montreal we were much impressed with its pro duction record and with the efficiency of labour at that plant on inquiries we found the plant bad profit sharing with labor plan under that plan when labour became 76 efficient from that period labour shar ed 5050 with capital in the profits we found as a result that many of the workmen at that plant were receiving additional bonus payments ranging from 10c to 25c per hour in addition to he standard wage rates we also found that in spite of this profit shar ing by labor production costs per plane were lower than at the other plant producing the same aircraft and we found that their production record was higher as a result we recom mended that this scheme of profit sharing by labour should be introduc ed in an aircraft plants and this re commendation is now in the process of being carried out when oar re commendation came before the main committee it was supported by every lfteral oop and social credit mem ber rttmroppotd by erery don- aertathne member tstsrlsh of amiss profits shook be koposed
