ontario dear sir it has been my privilege for the pant several years to follow witt the keenest interest the changing scene in the life of our adoptive commun ity georgetown these have been years of unparalleled development and expansion and they give prom ise of the brighest possible future for the town muniripal and com munity life have undergone more njenificant changes than most of us realize and it appears likely that there arc more to come the most gratifying single event of course has been the return of the men from overseas and tneir gradual asaimt- intion into thelife of the commun ity other factors too have heigh tened the interest and increased the burden of municipal planning the erection of dwellings under eon- tract with wartime housing limi ted the purchase and resale of the former bank of montreal building the renovation of the former water works building to house the munici pal offices the adoption by the re creational council of the old town hall the school area debate the contemplated extension of the high rchoo building the public vote on the school hoard board of edu cation controversy the project to provide artificial ice at the arena and last but not least the whole question of sewage disposal as it affects the municipality all these vate as decisions of major import ance to the town one would scarcely have believed it possible that so many issues per taining to such varied aspects of the life of the community could come np for review in so abort a apace of time it seems that the whole structure otf municipal life has been recast for better or for worse as we sometimes say with in a period of little more than five cars r ecause o f the heavy burdens which have been borne by succes sive municipal councils one hesi tates even to mention other projects which are rather seriously in need of attention it is for this reason that comment has been withheld for so long one is aware too of the difficulty of making farreaching decisions without the attendant risk of displeasing c members of the community but that is the price we occasionally have to pay for iln solution of vexing problems two obscrva dons may be made with a reasonable degree of assur ance i the population of george town wil rontinue at an even rate of growth for some years to come and ii the husino- district of the town will not expand in proportion to that growth if the first obsor- ntion be granted the second may need some elaboration extension of the business district bcyonj the georgetown dairy and sinclairs garage is not an immediate pros pect because of the hill on main street nor is business likely to move in the other direction past the corner of church street for some ears to come ie away from the centre of population there era a few gaps which may eventually be filled in on mill and water streets on one side only but apart from these few locations business has no where to go what then becomes of the traffic problem because of georgetowns peculiar landforma tions and therefore irregular thor oughfares all traffic to and from the main business section must pass along a street no more than two medium blocks long and all cross- town traffic must eventually arrive at the intersection of john and guelpfa streets the inevitable re sult under parking provisions is that on dry pavement main and mill streets are barely passable and un der winter driving conditions both are distinctly dangerous we may fairly come to this conclusion even without considering the additional hazards provided by the bus lines and the tractortrailer delivery to merchants it is therefore to be hoped that previously unsuccessful attempt to solve the problem by ruling the bus hnes off main street will not discourage council from coming i fto grips from a change in the parking bylaws than most of us realize indeed the increasing popularity of the corner store should warn the main business sec tion that unless the merchants take the initiative in facilitating the purr chase of goods on the main street buyers will cheerfully go where shopping is more convenient it is not likely that a simple by law designed to prohibit or to re strict parking on the main streets will prove adequate or satisfactory unless accompanied by the provis ion of some areas where free park ing is invited the object of a change in the traffic regulations is obviously not to discourage but to invite more trade and it u perhaps not too much to suggest that unless some such areas are acquired prom ptly all possibility of obtain- mg them later may vanish the second matter which appears to this writer in need of comment is the rather appalling condition of our communication system this of course is not a municipal problem but it has long been vejjlwebbr one community aggravation public opinion on this point is so over whelmingly unanimous as to put the matter beyond the realm of de bate as wc understand it neither the staff of local operators nor the lo- en representative is responsible for the situation we are informed that for a variety of reasons the georgetown operators are obliged to work with equipment so bosolcte as u livul in age the invention of the telephone itself so primitive are the facilities it is laid that if you mr editor were to drop a bale of paper in your office all the signals on the panels next door would fall in or out as the case may be ma king or breaking every connection in thed istrict accordingly it is necessary for the operator to break in on all conversations every few minutes to make sure that the par ties have not rung of f for this reason it is riext to impossible to make two consecutive phone calls at any time of the day or night in view of the number of phones listed in the community and the enormous volume of business trans acted by the larger firms which have lecated here in recent years it is surprising that formal protest has not been made long before this the persistent rumour never offi cially confirmed that better things are in store for us probably ac counts for the absence of any such protest but many coumtuntties which have been far better served than we have recently been favou red by the installation of a modenv system of communication is ft therefore too much to ask that the incoming council should resolve on this question or that the board of trade might make ap propriate
