commissions with particular reference to the present emergency in view of the apparent public misunderstanding of tho respective functions of the hydroelectric power commission of the province and tho municipal hydro commissions in tho municipalities this statement is made to clarify the situation the function of the provincial commission is to generate or buy electric power and to sell electric power to municipal commissions and directly to rural consumers and to certain industries the function of each municipal commission is to sell to its consumers within the municipality the electric power purchased from the provincial commission in practice tho provincial commission and the municipal commissions endeavour to cooperate with each other in the public interest by reason of lack of rainfall last summer and autumn and by lack of thaws during tho present winter there has boon a substantial depletion of the storage of water necessary to maintain a high level of continuous genera tion the resulting loss of production of electric powefhas taken place in ontario and elsewhere where power hat been purchased both under contract and in excess of contract commitments by tho provincial commission this loss of production of electric energy has becotno so serious that certain of those who had contracts to supply the provincial commission with electric power have been compelled not only to withdraw the electric power they had been supplying in oxcoss of contract commitments but as well havo been compelled to reduce delivery below con tract roquiremonts by a further reduction of 8000000 kilowatthours per week as long ago as docember 15th tho provincial commission notified the municipal commissions and indicated to its direct consumers that in addition to cuts already being applied to direct consumers it was evident that unless additional voluntary savings could be obtained tho commission would bo obliged to order tho municipalities to reduce their loads from time to time by as much as 15 per cent or more this notification was given for tho ox- press purpose of obtaining greater conservation of power and to enable each municipal commission to plan in qdvance tho most equitable allocation of power within the municipality the provincial commission received notification that the most recent cut of power purchasod undor contract would bo effectivo on monday february 16th in order to make an equitable reduction of powor delivery to all municipal commissions it was necessary for the provincial commission to computo for oach municipal commission tho amount of reduction it woud bo called upon lo absorb after taking into account tho amount of conservation already effected by each municipal commission since october 1947 to enablo the provincial commission to complete the necessary compactions and to notify the maorily of municipal commissions of tho amount of reduc tion oach would have to absorb by wcdficsdoy february 18th it was necessary that a substantial reduction bo placed m cfoct as of moruoy february 16tlt so that there would be no risk of an actual power stoppage in do- liveries ly the provincial conn nion to accomplish this the provincial commission requested tho municipal corrmiions of tqronto ol va homillon london windsor and peterborough to reduce ireir takings of electric power by specific atrouni urmi specify d tim and
