during most of the survey 2 a combination of comparative recent developments make exist ing fire scrviccu inadequate the rapid expansion in mercantile and residential construction this com- munity has grown from 1500 to 3200 population in a short lime in addition to the fact that its j water system was installed over 50 years ago makes improvement in the supply of fire flow urgent 3 over 50 per cent of the mains installed are only 4 inches in diameter and many of these dead end hundreds of feet away from new and valuable construction j 4 the town purchased a com- mcrcial 420 gprn la france fire i pumper in 1942 i ran a brief i performance lest using it lines of 2- in hose 2350 ft and one- j 101 ft from- the last hydrant on j the gin dead end mam on king st delivery of slightly over 500 jgpm was obtained but the 1 streams were substandard so i hut off the short line and obtained two excellent fire streams using one and an eighth inch nozzle lip- the locale chcren i near the smith i and stone co no 2 plant where plastic products are manufactured this building is spriuklered but the test showed the necessity for providing better fire flow to sup ply the sprinklers and hose streams in event of a fire and for high value residential construction 1 located in this area some of it i approximately a thousand feet j from this hydrant water for domj estic consumption to these dwel- j lings is provided by a 2inch line 5 there are two primary sources of water supply for this town 1 a an open reservoir is located about i miles north photographs of which are attached having a capacity of approx 375000 gals and fed by a number of springs the photographs will indicate that there was vejy little water in the reservoir at the time of the sur vey i ww informed by the town foreman who looks after the wuter distribution system that this con dition has prevailed at the end of the week for the past year due to kenvy drawoff on work days over the weekend the domestic consumption and hoth 4umpu have a cauaci ity of 400 gpm each there is a check valve located on the 10in feed line from the elevated reser- 1 voir which can divert water dir ectly up to the suction side of these pumps in case of fire at the time of this survey the valve was inoperative so that it was impos sible to give pump pressure 7 the fire department is well manned having 25 volunteers un der fire chief savings there ap pears to be a good deal of fire pre vention work necessary one of the situations on ewing st is es pecially hazardous action has been taken from this office to have tins fire hazard eliminated the fire department responds un der a very loose arrangement to calls for assistance in the nearby townships there are no standby vehicle in case of a simultaneous alarm in the town no firm finan- iial system for paying for the ser- it v of the georgetown fire brig- a de has been made with the other municipalities or those- people who obtain the permission of the mayor for the use of the georgetown fire- apparatus a building bylaws and restric- iions regarding the storage of ilummablc liquids are not being enforced the urger need for adequate ue services in this prosperous town is emphasized because of the lack of diversity in industry r if lire destroyed one of the plojnts in this town several hundred wage earners would be without employ- merit with resultant economic dis tress for the community from town clerk charles willson 1 ob tained the figures of assessed val ues and population the assessed valuation of slightly over one and one quarter million dollars does not nearly represent the burnable or replacement values of the prop erty so vulnerable to high fire loss due to water shortages and other conditions prevailing at the mom ent while there arc no figures awulable because of lack of met ering devices an abnormally high water consumption every day is evident from the gallonage used out of the reservoirs it is how ever possible that there is a good deal
