the georgetown herald wednesday evening april 29 1996 the georgetown herald serving the communities of georgetown glen williams norval limehouse hornby stewarttown ballinafad ashgrove terra cotta walter c biehn publisher a nd editor staff garfield l mcgilvray bob baskerville leslie m clark dave hastings corey hcrnngton jr ken cowell mrs aileen bradley authorized as second class mail post office dept ottawa member of the canadian weekly newspaper association and the ontario division of the c w n a subscription rate 3 00 a year single copies 8c each advertising rates quoted on application the herald is printed each wednesday in the office at 22 main st georgetown same rate but taxes higher in case georgetown ratepayers are confused when they receive a tax bill for a higher amount this year than last there is a reason although the tax rate remains at 49 mills pro perry assessments have been boosted 1570 by a new county ruling and as the mill rate is arrived at by balancing what revenue is needed in taxes against the total assessment it does not follow that the same mill rate means the same taxes this year while assessments increased needed tax revenue increased in a 15 higher proportion and it ust happened that the 15 increase in all assessments ordered by the county offset what would have been a mill rate increase in order words had the 1956 assessment on each property been exactly the same as the 1955 assessment the mill rate would have gone up the reason for the 15 increase when a county assessing system was established several years ago it aimed at solving inequalities be tween the ten municipalities in halton which led each year to bickering when it came to sharing certain costs which the county as a whole must pay each year one municipality would argue that another as planning board established appointment of a georgetown planning board became a reality monday when council named four men plus two councillors and the mayor to sit on this important new body the new group has its ob cut out for first will come an examination of a suggested zoning by law which must eventually be finalized by the board then submitted to council for a final okay and there is need of speed for already council is facing problems arising from commercial building in areas which have not been determined as such while hampered by lack of legislation governing such buildings while zoning is desirable it is going to be ex trernely difficult to implement in the built up sections of the town already quite a mixture of building sessed its properties at a lower rate and therefore was not paying a fair share of county costs tbe new system set a standard assessment so that a house in oakville or acton would be valued at the same figure as a similar house in georgetown or esquesing and so that the total assesment of each town or township would bear a true value to the total assessment of the other municipalities because it was believed that property values in georgetown were 15 lower than in lakeshore towns georgetown was granted a 15 location discount so that the total true georgetown assessment was reduced by this 15 for basis of comparison with others last year it was decided that there should be no such location discou i as all halton municipalities are now udged to i equal in real estate values hence the 15 rise locally this year so it is that while we have the same mill rate we do not have the same tax rate a person for in stance with a 3 000 assessment last year who paid 147 in taxes will this year have a 3450 assess menl and hs taxes w ii be 169 05 types each t me a factory or store is bu it it comp licates the problem and while council can stall in granting a permit for a limited time it is unfair to lell a potential bu ider that he must await a zoning by law unless there is some certa r ly il at such by law will be produced in a short i the planning board mu i tl i k ptcd r their deliberations and council after ask ng c llcy fc- ire re sponsible to do such del berating usl to led vcly decide to take the planning board s advice barring glaring errors in judgment unless this is done within a month or two we can see no future for zoning pot pourri memories are the most precious possessions one leaves behind and these were left m abundance by mrs john o neill a gracious lady kindly and phil anthropic she is remembered by dozens of people for whom she did little and big things a helping hand at a bad time a cheerful word when it was needed others who knew her more casually will recall a little lady whom the years dignified who never looked old nor acted so and who was always per fectly groomed and the herald editor will remem ber her as a faithful reader who told us when she enjoyed an item and contributed personals and bits of news which helped us in our news gathering ob police chief haley has asked us to pass along a friendly warning to youngsters who don t use proper caution in setting off firecrackers it is dangerous he warns fo treat firecrackers lightly and the prac tice of throwing them at people and into passing cars will not be tolerated a reader in the park district also registers objection to young lads shooting birds and hopes that they will cease robbing nature of one of our loveliest possessions news of former georgetowners mr and mrs wilf hillis and family comes in a letter from mr hillis who tells us they now live in winnipeg where he is an allstate msur ance agent they moved from town to fort william where he was with the prudential company for some time the herald staff has been depleted for a few weeks while les clark is in hospital recovering from an operation seven people will keep trying to do the work of eight until he comes back and
