meeting of the private bills com mittee which is composed of 80 members and reported to the legislative as some controversy had arisen over the bill it was sent back to the committee for further consideration at both times when the bill was before the committee a number of per sons were beard by the scarbor ough township councu members of the township utilities commis sion some township officials and a number of citizens and repre sentatives of ratepayers groups the bui was reported to the leg islature a second time and finally passed now what were the facts as brought out in the questioning of those who appeared before the committee as most of you know scarabor- ough township is one of the sur- burban municipalities in the to ronto area which has had spectu- lar growth in recent years the population rising from 24140 in 1945v to 131000 in 1956 it is not too difficult for anyone who has municipal experience to realize the practical problems in expand ing services in such a period of growth it appears that for many years prior to the period under discus sion it had been the practice of the public utilities commission of the township of scarborough that when subdividers developed their subdivisions they were required to put in certain services includ ing water mains the normal size of a watermain to serve a sub division was a sixinch diameter pipe however considering that there would be further develop ment later beyond the particular subdivisions that would need to be served by the same water- mains the subdividers were re quired to instal pipe of a greater diameter than six inches and the utilities commission repaid the subdivider for the cost of the ex cess size of pipe over the normal six inches at that time the wa ter works had an accumulated sur plus and the costs for over ca pacity in the pipe was paid for by the commission out of then surplus funds and there was no need to go to the township coun cil for funds as the rate of expansion and development increased the time came when the waterworks sur plus was all used up but the utili ties commission maintained their long established practice relying on the expectation that they would ultimately apply to the council for the issue of debentures to en able them to repay the subdivid ers whose requirements for repay ment hi many eases did not come due for some years after then subdivisions were approved there is a provision in the on tario municipal board act that re quires that a municipality must obtain the approval of the board before any work hi started if it is intended tlmc the work win be financed by the issue of deben tures the board takes the pom- 0on and rightly sor that if a ucausvucbmiuy with than the ba payment of any monies to any particular persons it did not de- yrnivf wh ar w any pa ments should be made those are matters which still are within the jurisdiction of the township councu what the bill did was to provide a means by which money might be raised to meet any payments with re to the named watermains which the township council finally deter mined should be paid for 2nd georgetown cub pack is raising money for summer camp by selling
