resources act of ontario under this plan no payments are requir ed for two years and capital payments may be deferred for a third year 2 increasing assessment to such an extent as to provide revenue for meeting sewage plant costs without increasing the present mill rate our proposal j to provide this assessment we suggest that council release for contraction of approximately 500 dwelling units
