and the ontario division of the cwna editorial comment a world of taxes federal increase in income and sales taxes has been followed locally by a sharp municipal tax increase which will cost the average house holder an extra fifty to sixty dollars a year the rise was perhaps inevitable we are living in a day when people dem and more and more in the way of public services it was not many years back that georgetowns road budget was 5000 this year council anticipates spending 120000 in this depart ment once towns people disposed of their own garbage in 1959 some 32500 willgo for this twenty years ago the combined sal aries of the chief constable town clerk and the night man would scarcely have equalled the 6200 which councillors will receive for their service and administration salaries now total 31000 and police costs an equal amount eight thousand dollars now goes annually to the conservation authority school costs have zoomed to a combined total of 250000 the town pays 12000 this year to maintain the arena 8700 for the public library we have new public bodies today like the planning board and industrial commission which take their bite from the tax dollar we have an ambulance and a police cruiser a sewerage sys- tm and a new waterworks one of the things we havent acquired is a fairy godmother and so it is that the more we have and the more we ask fqr the more we pay no one will complain too bitterly that taxes have reached the point where they inflict a crushing blow on the property owner but no one likes to see taxes rise either and the best efforts of council this year should be directed to reasonable economies when possible it seems that we live in a world of taxes and unless there is a sharp change in the econ omic philosophy of all levels of government which in effect is ourselves we can see no eas ing of the tax burden in the foreseeable future chamber of commerce week an editorial holiday last week bypassed the opportunity to comment on chamber of com merce week in georgetown in company with hundreds of municipalities had a share in locally the town is a better place for some 70 men who have devoted a share of their time to promoting chamber work which in essence is promoting georgetown an advertisement last week pointed to some of the concrete results an industrial commis sion an illuminated road sign waste containers christmas lighting contest more than this is the community spirit which such an organization engenders the chamber is like the rudder of a ship without such a group the town is drifting like a ship with luck it reaches port but it has an equal chance of foundering on a shoal the chamber of commerce gives direction to a town makes it conscious of what collective action can do if 70 men can accomplish certain ends the results will grow in direct proportion to the membership we urge those who have not seen fit in past years to be active or the c of c to do so this year controversial corner by un cass many people many newspapers and most men in public office prefer to avoid controversy whenever possible people fear to lose friends newspapers fear to lose readers and men in public office fear to lose votes it is reasonable to suppose however that on an important issue intelligent controversy can only do good and can only result in a greater depth of consideration be fore the issue is decided the right to agree or disagree and the right to hold an opinion and to express it are fundamental to our way of life or more cor rectly to our political constitution because our way of life may be such that controversial issues arc just not discussed disagreement is interpreted as disagreeable many people hold opinions which are based on emotion superstition selfishness and ignorance so tha when the shaky platform of their opinion is threatened by controv ersial discussion they have no al ternative but to run for th safe ty of anger and pugnacity to cover their inability to reason this is an unhappy situation i remember many years ago during a discussion on the merits of various political parties s staunch supporter of the leftwing clement administered what he con sidercd to be the last word on the subject in these resounding term ill vote for them this time and if fm alive twenty years from now ill vote for them again with this ringing observation all fur ther controversy ended and rea son flew out the window today it is more difficult for man to reason more difficult to maintain an objective opinion more difficult to obtain a factual appraisal than ever before we are assailed on all sides by the overwhelming distribution of the opinions of axcgrinders of one sort or another on the radio on television in advertising pol itics in newspapers everywhere are the giftwrapped opinions of people with a bias a financial in terest or some other form of self ish motivation controversial dis cussion and the free exchange of ideas and opinions are the life blood of democracy the willing s to disagree to hold an un popular pointy of view based on in dividual reasoning is the very es sence of personal and political freedom it is with the foregoing in mind that this controversial corner ha- come to life the opinions whirh ii be expressed here from week the mail bag municipal tax on income municipal taxation on an assessment basis is perhaps the easiest way of accup1ulating money for public proects but it is bva means the fairest j a man who puts his savings into a home is to our mind paying an unjust share of civic ex penses town taxes like federal ones would be more equitably shared if a portion of them were acquired by a tax on income and the burden would be eased for those residents living on fix ed incomes for whom even an extra couple of dollars is a real hardship it would not be impossible to set up a mun icipal income tax we have a local office which administers the provisions of the sales tax act and collects custom duties the same office could easily be augmented to include an income tax inspector whose duty it would be to check on federal income pay ments and who with the town clerk could as sess municipal taxes on an income basis too the day is not too far distant when such a plan must be examined by higher levels of gov ernment to week arc the opinions of one man not those of a newspaper they will be considered opinions on controversial subjects but will no doubt contain many weaknes ses there will certainly be many readers who will disagree with the opinions expressed but this is to be expected it is hoped hotf- cvef
