developments and the town be read as he believed there were stipulations in the ag reement covering drainage only reference in the agreement was to the land firm providing services which cr john elliott said he would interpret as mean ing drainage we thought that in the swanek case too said mayor armstrong referring to a storm sewer in that subdivision which led to court ac tion which is still pending our present subdivision bylaw includes- drainage but it wasn t in force when delrex came to town cr hde said he thought the drainage question should be deci ded before any storm sewer
