other individuals such as the minister of agriculture for the province of ontario who have recognized and courageously announced- tho difficulties fac ing this industry to deny fliat these difficulties exist in the agricultural industry in various parts of this country is the same as denying that great industrial cities are faced with slum and tohauwation problems and it rauld beobviotisrjnncortect to do so these problems do exist solutions must be found for them nevertheless in back ward agricultural areas where the aevrage annual income is low through a combination of reasons such as climate soil lack of capital and markets there is still a great attachment to the land perhaps through one or several generations of settlers and their dependents these people have worked this iand they have grown to know each other and have developed community spirit to saj as did the hon member for assin iboa that this resolution means that these people are to be mo- ted or taken off the land is to fail to recognize the human values the human problems and the community problems hjeh this government recog i and which do exist induce farmers i believe we intend through this measure to give voluntary inducements to farmers in var ious areas to take advantage of its provisions through the var lous matters and results work cd out with the provinces and whereby these people may help themselves we have no such socialistic tendency doctrine or intent to move vast numbers of people off various sections of the land i am sure that is hot the intent of the govern efcnent various papers the problem has been stud led by various people and of fcourse by many organizations throughout this country and in deed throughout the world i have looked as i am sure have many hon members at the in teresting study of the scientific conferences on conservation of resources of the united nations at lake suc cess new york m 1950 this conference received various papers on the world resources situation and made- many com ments on this aspect of the sit nation for instance they said that use of material resources increase in a geometrical fash ion that the problems we face with regard to oil water mm erals and so forth really jump by leaps and bounds and would come on us very fast in the future world population world population is a prob lem and an area which is not unrelated to the resolution with which we are concerned today because- the measures that this government or any government in canada must take are of course related to our export jnarkets and the need and de mand for canadian agricultural produce around the world it appears that in manv countries lication are certain comments on a meeting at cardiff of the british association for the ad vancement of science on sep tember 5th jb60 the world food problem was studied by tins body as i say this bears a relationship to canada s agrl cultural program and the de mand for our various commod ities we know of course that the number of farmers is de creasing each year in this coun try on an average the figun has been approximately 10 000 less each year still present the committee on the other phase on land use has studied problems and solutions put for ward by a variety of witnesses these very interesting docu ments provide perhaps as use ful and as large a source of in formation in this field as any publication or series of oubli cations in this country among the areas studied were the ef fects of the rural rehabilitation program in the united states the problem in the united sta tes is still present but it has been attacked and a solution has begun a number of years ago in its last volume i be lieve this committee studied the u s program to rehabih tate some of their people under the rural development prog ram 200 countries it was found that after about some 200 counties and 30 states and in puerto rico for in stance in the united states some two million farms prod uce 00 per cent or the farm products and about 2 7 million farms produce the remaining 10 per cent this situation is perhaps not entirely analogous with what we have in canada but it shows that this problem is international in its nature and is not confined to our coun try three aim the three main aims of the united states progrim wire e idently to help those who wi shed to itaj in farming to jel the necessary tools credit infur mation and so forth to widen tfarm opportunities of emplnj ment and to assist firming pt pie to obtain bctttcr training and better health schemes this program
