levying and collection of taxes the first ob for any council to face early in the new year is to bring in a budget so that a mill rate may be struck and actual tax billings lent out a ir fven before much can be done with the budget the audi i tor must produce a yearend statement or the previous year in the past this auditing and budgeting has taken up the first 3 or 4 months of the year i so that by thetime the tax bills go out plus the allotted timr allowed for payment the first u come for the corporation would be in the early part of june when the town was less than half its present population this situation although not com pletely satisfactory did not present too serious a problem however with the rapid growth v ith a population over ten thousand and with a budget reaching the million dollar mark there is now a dire need to make changes the meth ods that were good enough be- fore are now completely inade quate can realize what a serious situation this would be it is not necessary for me to name names but i will state this that it is evident that there are ratepayers that cap italize on unpaid taxes in other words they are using their unpaid tax dollars to bet ter personal advantage at the expense of the people that are paying their way due to the serious situation that wo have today i personal i ly have had a change of opinion prior to now i have felt that it would be unfair to publish the names of the unfortunate ratepayers that have found themselves in difficulty how ever i feel now that all rate payers that struggle and pay their way and meet their tax commitments and then have to subsidize and carry the load for a few with some of the few even capitalizing on their de lmqucncy should know who ation of tax arrears second the establishing of a current revenues and reserve fund to meet eurrentexpenses ao as to eliminate borrowing the ground work to achieve these ends are now possible through the actions taken by your present council before i
