revolutionary approatl es to curbing crime in halton county when he spoke at the opening of a new magistrates court in oakville s municipal centre on monday dignitaries from the attorney general s department civic of ficials leaders of the halton bar senior police officials and many prominent in halton com munity life heard magistrate langdon review the makeshift accommodations provided over 22 years for magistrate s courts in the county and his hope for a new era stemming from nlodcrn court facilities now available but he did not mlnci words i cannot speak too highly of the efforts made to rehabilitate those who appear in court at every level said magistrate langdon f am satisfied that every assistance is forthcoming but frequently too late seriously concerned i am seriously concerned ab out committal to provincial in stituttons for long periods of time of seriously disturbed youngsters of sixteen seventeen eighteen and nineteen that believe are beyond redemption be continued these youngsters are acting out a real grievance against society and never hav ing been trained to- submit to control or direction at the par ental level refuse to accept it from any other source on behalf teachers hear retiring prexy three georactown district high school teachers michael pclcschak glen emerson and mrs john glynn represented the local secondary school at the ontano secondarj school teachers federation annual as sembly in toronto last week mr pclcschak is president of th ontario body they heard the retiring pre sident of the osstf mrs phyl lis monkman express concern about the possibility that edu cat onal research may become too remote for teacher partici pat on when she addressed the assembly miss monkman a teacher in etobieokc told the 380 dele gates wp ch represented 22 600 members that t was most im port ant to have an organization to which individual teachers might turn for assistance in set ting up a special sludj re gardless of their background knowledge of research sm noted that the ontario curriculum institute had been established at the request of the ontano teachers federa tion and supported mainly by the teachers and the ontario board of education but the oci is due to rnergo with the new ontano institute for stud ics in education established by act ot the legislature since the new institute will be supported entirely by the government said miss monk man there arises the problem as to what extent the teachers may avail themselves of the resources of the institute and langdon urges bolder measures to curb crime marriage age i have felt that it might be a simple matter to restrict the license to marry to those who are willing to assume the re sponsihility of parents that no one under the age of 18 should qualify and that no one under the age of 25 should be granted a license until they have com pleted a course of insiction and satisfied some authority that they appreciate the sponsibility of marriage and that they produce a saxings ac count of at least s500 as a mark of good faith on youthful drivers magi strate langdon was equally forthrighl in the same tenor i am concerned about the nuro ber of youthful licensed driv ers school dropouts who have not the slightest difficulty in passing any of the present dri ving tests but the moment they get behind the wheel of a mo tor car they show a wanton dis regard of the rules of the road and the rights of other motor ists these are the ones who appear in court on almost all infractions of the traffic act and for offences under the code ranging from taking with- oat the owners consent to theft of gasoline and autq ac cessorics ten years debt these youngsters cannot wait to get out of school they can get a job and with their first pay make a down payment on an automobile and every cent they can spare for the next ten years will find its way into finance charges i glstrate langdon continued i frequently wonder he added if they would exped ience trouble in school if the licence to operate a motor veh lcle under the age of 21 de pended on their obtaining grade 10 certificate the school dropout is becoming a more senous problem from year to year particularly the distur bed teenager as long as em ptoyfnent lsavailable this prob lem is under control the mom cnt employment is not available these are the people who have htle or no respect for law or authority these are the ones- who even today do not hesitate to help themselves to what they desire be it the person or the properties and at the pres ent time the police have dif ficulty in keeping them under control expressing pride in the cal ibre of halton law enforcement magistrate langdon said i feel the parochial boundaries of the various municipalities have no place in the efficient policing of our county or of our prov ince and certainly these limits are not considered by all offend ers police support 1 no matter how dedicated or deserving these police officers may be they cannot command respect among themselves or with the public they serve un less they are properly trained and equipped and unless they command i salary that will per mh them to live on the same walejajfchcir neighbours recalling conditions as they were in halton when he became a magistrate 22 years ago mag istrate langdon said that in 1946 total cases in halton num bcred 409- and tinea collected were 4 078 in the second and fuh years operation 1 lo7 cas es were heard and 13 600 col lected in fines halton caso load today is in cxce of 15 000 cases annually and fines col lected total 273 476 court costs court costs apt set by statute but magistrate langdon said that he had mentally provided for the costs of such a service by thepeople who make use of u he added it seems such a simple matter to take a rcalis- th oeorgetown trally thursday january th ima page 11 tic approach to he cost of op eration and to defray the same by inducting in court costs a sum of 2 or 3 on every o fence carrying a penalty of 25 or ess and a sum of 5 or 10 on every offence carrying a pe nalty in excess of this amount in this way an annual revenue between 30 000 and 50000 would be paid by those who run afoul of the law and avoid tbq added penalty to those who are providing the money for tins building i to what extent teachers may expect to participate in the de termination of curriculum and educational policies which it may bring forward since too the new institute embraces the dcpt oleduca bona besearch and the school of graduate studies in educa tion of the ontario college of education there is a distinct possibilty that the facilities of these two bodies may be further removed from the classroom teacher two bodies were stifl acces sible to the teacher wanting to pursue a particular problem by means of a research project she continued the osstf s secondary education commis sion and the onfano fducation a research council the latter she said is playing a very im portant role in
