related right at the top of course is the board of education elect ed at large by the citizens of halton countys seven municip alities working directly under the board is education director ja mes singleton with his assistant dsi lawless travelling down the pyramid superintendents of the various f aspects of education oversee the workings of their assistants and coordinators school principals next down the line are the school principals their vice principals and the instructional staif itself but this is a simplified look at the organzational chart a maze of lines arrows and boxes that is the ma jor personnel parents groups board staff relations and repres- entative students are connected directly to the board along with special advisory committees on schools for retarded children priesine the new board got its start in december 1968 with the el ection of 20 board members who theoretically had no em ployees at this point since then the mammoth board has organized itself into an hierar chy of staff from the director of education on down to main tenance staff in the schools in forming the administrative setup the board made a special attempt to keep its numbers equal to the total number of staff employed by the former 10 boards the county board stands shoulder to shoulder with so- called blue chip corporations in the county corporations like ford of canada that employs 5500 workers general electric monsanto shell and british pe troleum are the giants of hal- toft county the only difference between the board and these huge corp orate entities is that the board doesnt live off profits from the fruits of its labours it is how ever one of the largest employ- ers in the county in the countys 85 schools ab out 48000 students are proces sed by a professional staff of 2300 growth rates indicate the system will yield an additional 3000 students annually that will require about 60 new elem entary classrooms and 1500 se condary school pupilplaces to run this massive education al apmy a budget of 32 million was just presented to the board an increase of 4 million ov er the combined budgets of last years 10 boards the 32- million is only an estimate of the boards costs for 1969 since department of education grants have still to be released 32 million of the 32 million it is est- imated that almost twothirds will go toward paying academic and professional stajljqyer 1 million of this is allotted to pay administrative personnel alone education director james singleton tops the list of salar ies with an impressive 31500 annually teachers salaries account for the lions share of the budget at 15 million supply teachers and special education at the elementary level will cost al most 1 million operation and maintenance of all the boards buildings will account for about 3 million with transportation bus serv ice for students gobbling up an additional 745500 and to set up the entire pro- grant it cost taxpayers about 22000 for expenses when the board was elected to office last december new system as the regional board the new system replaces all local school systems that existed in halton prior to january 1969 the consolidation program was spearheaded by ontario educa tion minister william davis who announced the reform pro gram in 1967 he said the pur pose of consolidating local boards into regional units was to streamline the administrat ion of education in ontario halton ranks among the larg est in regional systems and this is not including the region al system for separate schools in the county which has its home base in
