Assuming that the enrollment next year shows a consist- ent increase of pupils over this year, it will be practically impossible to take care of the pupils in all the buildings with the present school facilities. Without additional rooms it will prob- ably mean introducing what is known as the "Platoon" system. This system means part time attendance for some - of the grades, arranged approximately as follows; Two groups, A and B, would use the same room; Group A from 8 A. M. to 10 A. M. and from noon to 2 P. M. GroUp B would use the room from 10 A. M. to noon and from 2 P. M. to 4,P. M. This system is far from ideal as it divides the teachers' attention and practically eliminates the close personal touch. It also breaks up the present routine of the pupils' home and permits of no school study hours for the pupils. This system, however, is being introduced in a number of schools with considerable success, and it is also used where it is not expedient or possible to con- struct additional school buildings. It might be possible to lease certain other buildings or halls as an emer- gency proposition, but this plan is rather expensive and of course can be only a temporary arrangement. A close study of our school system seems to emphasize the wisdom., of keeping the seventh and eighth grades together in one building and the proper building for the arrange- ment seems to be the Byron C. Stolp school on Tenth street. Also in this" central group of buildings should be more efficient facilities for the Manu- al Training and Music departments, with possible future facilities for Natural Science. These are merely the suggested departments that go to build up a school system into a well equipped upper grade school, and the time is not so far distant when these facilities will be demanded by the parents of children of our village and when that demand is granted, it will mean a new up-to-date building as an addition to our Central School group. Would Mean Bond Issue Our present need seems to be for facilities at the Logan school at Prai- rie avenue and Central avenue. In order to take care of the pupils at- tending that school without resorting to the "Platoon" system, it means a four or five room building must be provided for within the next twelve or eighteen months. Such a building would entail an expenditure of ap- proximately $50,000 to $65,000, based on a four or five room building. The funds for such construction would have to come from the sale of School Bonds. The School District has the statutory right to bond itself for school purposes to an extent of five per cent of the assessed value of the District assessment roll, les any out- standing bonds, such issue of bon^s to be authorized by the voters of the school district. The construction of a new building naturally tends to increase the cost of our school system. There is the interest on the bonds issued and also provision must be made for retiring these bonds as they fall -due.
