- Home Instead Senior Care company was hired by seniors Phillip, 86, and Margaret Van Bussum, 83, of Evanston as an alternative to an assisted living residential program. A new Illinois law going into effect Jan. 1, 2008 will require all companies that provide in-home "private duty" caregivers to obtain a license and provide workers with benefits and Social Security deductions.
