- A law is pending requiring motorists to give at least 3-foot clearance when passing a bicyclist on the roadway. The legislation, Senate Bill 80, passes both Houses of the Illinois General Assembly, and if signed into law by Gov. Blagojevich, would take effect Jan. 1
