- Attorney Bernie Hammer spoke at a Wilmette seminar teaching New Trier Township homeowners how to appeal new reassessments. He offered criticisims of the assesment system used by the County Assesor James Houlihan's office. Houlihan's current 7 percent cap on assessments has expired and leglislators argue about whether and how to reinstate it.
