- On Monday the house passed the bill known as the District of Columbis alley bill. The late wife of President Wilson was greatly interested in this before her death. The law makes it illegal to to build any dwelling on any parcel of ground fronting on an alley or other thoroughfare unless such alley is at least thirty feet wide for its entire length and runs straight to and opens out upon two of the streets bordering the square, and is supplied with sewer and wate rmains and gas or electric light.
