- Jerry Starkman, a ticket broker and owner of Mustard's Last Stand in Evanston, was placed on supervised release Monday. Starkman, 58, of Wilmette, was a ghost payroller in the Cook County sheriff's office from Oct. 16, 1988 until Nov. 8, 1990. Starkman has repaid the county in full for the salary received, was fined, and ordered to perform 300 hours of community service.
