James A. Patten, by declaring $500,000 of personal property, became Evanston's highest tax payer for the second year. William S. Mason is second with $300,000 worth of personal effects and the estate of the late George W. Patten is third with a schedule of $275,000. Robert Milne, assessor, also reported R. J.
