- The Illinois Humane Society is encouraging citizens to exercise their right to arrest drivers abusing their horses in hot weather. A test of this citizens right occurred in Chicago Friday, when a woman, not a Humane Society member, stopped a teamster and defied three policemen when they threatened her with arrest. Local police have confirmed the power of a private citizen and have issued orders for local policemen to aid citizens making an arrest.
