Democrat at Council

Tuesday night the Hon. James Turnock put all the members of the Evanston city council into a good humor by perpetrating one of his jokes at the expense of the Hon. F. L. Fowler, Democratic candidate for congress, who was his guest for the evening, and whom he introduced to his colleagues and friends as "Our next congressman, and the coming official pie distributer for this district." Most of the men about the city clerk's office, where the impromptu reception was held, took the matter good humoredly, but James R. Paul, city editor of the Index, personal organ of Mr. Postmaster Childs, bit his lip and took the insinuation as a mortal insult. But Turnock, you know, good Democrat that he is, knows beyond peradventure that the postmaster during the next four years is to be of his political persuasion. When council met it was found that Mr. Fowler had the seat of honor at the mayor's left. He was introduced by his honor, who remarked as a half aside, but more than two-thirds seriously, "and we hope he may get a lot of votes beside Democratic ones."

When the council finally got down to business it took it about seven and a half minutes from the time Norkett moved the minutes of the previous meeting be approved without reading till the same alderman moved to adjourn. It was announced that the new street signs, such as the one at the corner of the Avenue house, at Davis street and Chicago avenue, will be installed as rapidly as possible, and a motion to rebate some man's automobile license was referred to the finance committee, to report back to the council.

Alderman Smart, for the street committee, recommended that the two police officers who have been on the "dog wagon" be relieved from pound duty and become mounted officers to control traffic, the one about Fountain square and the other at the corner of Chicago avenue and Main street. In commenting upon the situation Alderman Smart said conditions at Main street are particularly bad, and suggested immediate action at that point.

The alderman from the Third ward also reported upon the Germania addition situation by saying he found it had already been referred to a special committee, to the attention of which he had called the matter. Mr. Smart did not mention the names of the aldermen who had failed to take any action on this matter so important to those people who are not getting any service either from Evanston or Chicago.

The special filtration committee had no report to make at the council meeting. but it was announced there would be a meeting of the committee in the mayor's city office on Wednesday afternoon. The committee on sanitary district matters held a meeting with the district officers Tuesday morning, and met in session with the mayor after the council meeting Tuesday night. When interviewed by a representative for the News, Alderman Dyche said: "The district officials submitted a plan upon which they are ready to proceed, but it was not entirely acceptable, although I think it can probably be made so." Further than that the alderman would not commit himself.
