F. L. Joy was Civic Leader for 40 years. Three times president of the Village of Wilmette, Frank L. Joy was one of the civic leaders of the community for over 40 years. Born in New York City in 1945, Mr. Joy was a veteran of the Civil War. He moved to Chicago in 1873 and to Wilmette three years later. At first in the wholesale grocery business, he was later associated with an insurance firm. He was a village trustee from 1880 to 1887, village president from 1883 to 1886 (in those days the village presidents were chosen by the board of trustees), and again from 1889 to 1890 and 1891 to 1892. He was village treasurer from 1893 to 1896. For 15 years he was a member of the board of education. He served the First Congregational Church [of Wilmette] in many capacities. Mr. Joy died in 1917 [12 September 1917]
