- Local school districts would see increased state aid next school year under the fiscal 2005 budget Illinois Superintendent of Education Robert Schiller proposed this month. Many doubt Schiller's press for money is realistic given the state's precarious financial situation. There is a drive to strip the State Board of Education of its authority. Gov. Rod Blagojevich unveiled legislation to transfer all administrative responsibilities from the State Board to a new Department of Education that would answer directly to the governor.
