Public Utilities The franchise of the Public Service Company of Northern Illinois will expire in 1928. In the negotiations for the ne'Y .fran~hise w.e fa~·~r the securi.ng of the lo'west possible rates for gas and electnctty wtthout tmpatrmg the qualtty of the same or the service in connection therewith. The Chicago, North Shore & Milwaukee railroad has been operating it$ trains through Wilmette without a franchise for several years. This condition should be remedied at once, the Village being entitled to the protection of a franchise, and the company required to pay the Village reasonable compensation for the usc of its streets in the interim. Grade Separation We favor the co-operation of this Village with other Villages along the Chicago & North Western railway in the present negotiation s ,~~,·ith that line for the elevation of their tracks through the Village. Streets reconstruction of certain of our streets and the paving of others· as rapidly as the interests of abutting property owners require. to flats and favor a strictly economical ad minis t r ation. WL favor tt: ·~ " Candidates of the Garbage ·Disposal favor the securing of a suitable site and the erection of a garbage disposal plant and suggest in the interests of economy the idea of a plant in common with one or two of our adjacent Villages. Vve Playground and Recreation Board \Ve favor the continuation of the Playground and Recreation program 111 effect for several years past. We favor the acquisition and development of playgrounds for the children to the extent of the fund s available for that purpose and the extension of the Recreation program in keeping with public demands and interest .displayed. Wilmette Plan Commission-Regional Planning Aaaociation We favor the further co-operation of the Village Administration in the plans of the two bodies mentioned except insofar as any immediate work or development along these line s shall come without the immediate and proper development of newly annexed territory and in the placing of additional tax ourdens upon those affected. It is understood, however, that in · the development of this new territory that the Village Administration will bear in lnind the recommendation and plans of both these commissions made thus far, more particularly the early completion of the Main street project. Administration vVe do not favor the carrying out of suggestions for the creation oi another Village office, that of Village Manager, with the view of emp loying a technically trained manager (presumably a non-resident) to superintend or supersede the heads of the present departments oi the Village government. We believe that this procedure materially increases the cost of Village administrati\'e expense without correspo nding bencftt. \Ve further belic,·e that our present form of management is in every way an ef-ficient and economical type of Village government. Economy The present plan of Village development and reconstruction \\"ill, of necc . sity, place a burden of spec ial assessment and taxation on the property owner and, in view of this condition, ·we feel that the expenses necessary in the conduct of the Village administration should be kept at a minimu.tn in all departments so far as is compatible with efficient administration. Futher. that all plans and ideas without the meaning of this immediate development and improvement and the taxation necessary in connection therewith be considered only at such a time as this program is well completed.
